Mustafa Reşid Paşa’nın İngiliz Dışişleri Temsilcileriyle İlişkileri<br />
İlk diplomatik görevine 1834 tarihinde Paris’te başlayan Mustafa Reşid Paşa, Avrupa’daki diplomasi kariyerine<br />
başlar başlamaz, bir taraftan yabancı dil öğrenirken, diğer taraftan Avrupa devletlerinin yönetim şekillerini, askerî, ekonomik<br />
ve kültürel yapılarını inceleyerek, Osmanlı Devleti’ni çöküşten kurtarmak için bir reform projesi üzerinde çalışmaya<br />
başladı. Tasarladığı bu projenin başarıya ulaşması için güçlü bir dış desteğe ihtiyacı olduğunun farkındaydı. Bunun içinde<br />
en iyi seçimin İngiltere olacağına inanıyordu. Çünkü İngiltere siyasî ve askerî yönden güçlüydü. Osmanlı Devleti’nin de<br />
siyasi ve askeri desteğe ihtiyacı vardı. Ayrıca İngiltere Osmanlı Devletinin sınır komşusu olmadığı içinde kendisine en az<br />
zararlı olabilirdi.<br />
Mustafa Reşid Paşa, İngiltere’nin desteği alınmadan Osmanlı Devletini çöküşe götüren sorunları çözmek, toprak<br />
bütünlüğünü ve bağımsızlığını korumanın mümkün olamayacağı kanaatiyle bu ülkenin önemli devlet adamları ve temsilcileriyle<br />
yakın dostluk kurmaya karar verdi.<br />
Mustafa Reşid Paşa, Londra’daki ikinci elçiliğinden ayrılmadan kısa bir süre önce, 11 Ağustos 1839 tarihinde,<br />
İngiliz Dışişleri Bakanı Palmerston’a Osmanlı Devleti’nin içinde bulunduğu problemlerinin çözümü için yapılması gerekli<br />
reformlar hakkındaki düşüncelerini içeren uzun ve detaylı bir memorandum sundu. Bu memorandum da İngiltere’nin<br />
neden Osmanlı devletine destek vermesi gerektiği, eğer destek vermese olabilecek muhtemel gelişmeler üzerinde de düşüncelerini<br />
Palmerston’a aktardı. İstanbul’a döndükten sonrada İngiltere’nin elçileriyle, özellikle Stratford Caning ile yakın<br />
dostluk kurup hedeflediği reformlar için İngiltere’nin desteğini almaya çalıştı.<br />

Mustafa Resid Pasha’s Diplomatic Relations with British Diplomats<br />
Mustafa Reşid Pasha who started his first diplomatic mission in Paris in 1834, shortly after beginning his diplomatic<br />
career in Europe, started learning foreign languages; on the other hand he was exploring European states’ politics,<br />
military, economic and cultural structures. He started working on a reform Project with the intention for helping Ottoman<br />
State’s downfall. He was well aware of the fact that in order to realize this Project, he needed a powerful foreign support; he<br />
believed that England would be the finest decision. Because England was powerful in both political and military aspects<br />
and Ottoman State needed political and military support. Besides, England might have been the least harmful to Ottoman<br />
due to the fact that the two countries had no land borders.<br />
Mustafa Reşid Pasha, decided to make close relations with this country’s important statesmen and representatives<br />
with the belief that it would not be possible to solve problems of Ottoman State’s and the causes of its downfall, and<br />
that to preserve territorial integrity and autonomy.<br />
Mustafa Reşid Pasha, right before leaving the 2 nd embassy of London in August 11, presented a long and detailed<br />
memorandum to English Minister of Foreign Affairs Palmerston about his opinions on the reform needed in order to solve<br />
problems that Ottoman was currently having.<br />
In this memorandum, he conveyed his ideas to Palmerston on the reasons why England needed to support of the<br />
Ottoman, and what kind of possible event might occur in the opposite case. After his return to Istanbul, he tried to form a<br />
close friendship with England ambassadors, especially with Stratform Caning, and pursued the support of England for his<br />
aimed reforms.
