İstanbul Suriçi’nde Şehremâneti Binaları<br />
İstanbul Şehremâneti İdaresi, İstanbul Belediyesi’nin çekirdeğini oluşturan kurum olan İhtisab Nezareti yerine,<br />
modern şehir hizmetlerinin uygun biçimde yerine getirilebilmesi için, 1855’de kurulmuştur. 1857 tarihli nizamname ile<br />
İstanbul <strong>14</strong> belediye dairesine ayrılmış, Beyoğlu ve Galata bölgelerini kapsayan Altıncı Daire-i Belediye örnek olarak düşünülmüştür.<br />
Paris örneği izlenerek kurulan Altıncı Daire-i Belediye’ye olağandışı gelirler ayrılmış, Beyoğlu’nda Neoklasik<br />
tarzda inşa edilen Belediye Sarayı, Altıncı Daire’nin simgesi haline gelmiştir. Öte yandan aynı tarihlerde, Tarihi Yarımada’da,<br />
Eminönü’nde bulunan Şehremâneti İdaresi’nin kullandığı bina ise oldukça eski ve harap durumdadır. Bu çalışmada,<br />
arşiv belgeleri, resmi yazışmalar, Ayverdi Haritası ve kent tarihine ilişkin çeşitli yayınlar üzerinden, 19. yüzyıl boyunca<br />
Şehremâneti olarak işlevlendirilmesi öngörülen binalar ile kurumun çalıştığı resmi binaların izleri sürülmüştür. Eski kent<br />
merkezinde arzu edilen nitelikte yeni bir binaya kavuşamayan belediye idaresi, bu dönem boyunca birkaç kere farklı binalara<br />
taşınmıştır. Tarihi Yarımada’da bu kuruma özel bir bina inşa edilmediği, mevcut eski konakların kiralanması veya<br />
satın alınması yoluyla Şehremâneti’ne yer tahsisi yapıldığı anlaşılmaktadır. İdari teşkilatlanmanın hızla biçim değiştirdiği<br />
dönem boyunca Şehremâneti’nin görev yaptığı binaların incelenmesi yoluyla kurumun mekânsal konum ve olanaklarının<br />
bir portresi ortaya konmaya çalışılmıştır.<br />
Şehremaneti Buildings in the Old Walled City of Istanbul<br />
The Istanbul Şehremaneti Administration was established in 1855 to carry out modern city services properly in<br />
place of the Ministry of İhtisab which constituted the core of Istanbul Municipality. With the ordinance dated 1857 Istanbul<br />
was divided into <strong>14</strong> municipal administration offices, and the Sixth Municipal District involving Beyoğlu and Galata<br />
districts was taken as an example. The Sixth Municipal District which was established taking as example of Paris was<br />
allocated extraordinary funds, and the City Hall which was constructed in the Neoclassical style in Beyoğlu has become<br />
the symbol of the Sixth Office. On the other hand, on the same dates, the building used by the Şehremaneti Administration<br />
in Eminönü in the Historical Peninsula was considerably old and worn-out. In this study, the official buildings which<br />
the institution worked in and other buildings projected to function as Şehremaneti during 19 th century have been traced<br />
through the archive documents, government correspondence, Ayverdi’s Map and various publications regarding the city<br />
history. The municipal administration which had not got an opportunity to have a new building in desirable features in the<br />
old city center moved to different buildings several times throughout this period. It is understood that no specific building<br />
was constructed for this administration and old existing mansions were allocated to the Şehremaneti by means of leasing<br />
or purchasing. In the period when the administrative organization was rapidly remodeling, having examined the buildings<br />
the Şehremaneti officiated, it is set forth a portrait for spatial location and facilities of the administration.<br />
