XVIII. Yüzyıl Osmanlı Mâliyesinde İmdâdiyye Uygulamaları<br />
Osmanlı devlet ve toplum yapısında XVI. yüzyılın sonlarından itibaren bazı köklü değişiklikler meydana gelmişti.<br />
Bu değişiklikler, mevcut koşulları etkileyecek nitelikte olup devlet genelinde büyük bir etkiye sahipti. Bu etki hem askerî<br />
hem de mâlî alanda görülmekle birlikte beraberinde birçok sorunu da ortaya çıkarmıştır.<br />
1593-1606 yılları arasındaki uzun savaş döneminde Osmanlı kuvvetlerinin Avusturya’nın gelişmiş tüfekli askerlerine<br />
karşı etkisiz kalması bazı değişiklikleri kaçınılmaz kıldı. Ayrıca timârlı sipahilerin savaşlarda eskisi kadar etkili olmadığı<br />
da görülüyordu. XVI. yüzyılın sonuyla birlikte askerî bakımdan Osmanlı’nın çeşitli mücadelelerde yetersiz kalması, aynı<br />
zamanda mâlî darlığa neden oldu. Bu gelişmeler Osmanlı tarihinde yeni bir dönemin ortaya çıkışında ilk etkenler olarak<br />
yorumlanabilir.<br />
Bu dönemde akçenin gerçek değerinin yarıya indirilmesi –devalüasyon- devlet gelirlerinde aynı oranda bir düşüşe<br />
yol açtı. Devlet de çözüm olarak timâr sisteminin bütüncül bir parçasını temsil eden klâsik vergi sisteminde değişiklikler<br />
yapmak yerine ‘avâriz usulüne, yani genel olarak acil durumlarda devlet hazinesi tarafından toplanan olağanüstü vergilere<br />
başvurdu. Bilhassa mâlî alanda XVII. yüzyılda ilk defa olağanüstü durumlarda alınan imdâdiyye vergileri, XVIII. yüzyılda<br />
düzenlemeye tâbi tutularak (özellikle <strong>17</strong><strong>17</strong> Islâhat Buyruğu ile) olağan hale getirilmiş ve devlet için devamlı bir gelir kaynağı<br />
haline dönüştürülmüştür.<br />
Bu bağlamda, XVIII. yüzyıldaki imdâdiyye uygulamalarının nasıl bir içeriğe sahip olduğu ve halk tarafından<br />
nasıl karşılandığı, bu çalışmanın ana temasını oluşturmaktadır.<br />
Imdâdiyye Practices in Ottoman Finance in the 18 th Century<br />
Some radical changes started to take place in the state structure of Ottoman Empire that affected both political<br />
and social conditions throughout the country as of the late sixteenth century. These consequences had been seen in both<br />
military and financial areas as well as revealing many problems simultaneously.<br />
During the period of War of 1593-1606, some inevitable changes occurred because of the Ottoman forces’ ineffectiveness<br />
against the more advanced and technologically well-equipped Austrian musketeers. It was also witnessed by<br />
everyone that the sipahi cavalry were not as effective in the wars as they were in the past. With the end of the sixteenth<br />
century, the inadequacy of the Ottoman Empire in various military conflicts caused financial difficulties for the state. These<br />
events could be interpreted as the primary factors in the emergence of a new era in the history of the Ottoman Empire.<br />
Throughout these years, devaluation -which means to halve the real value of akçe- caused a decline of the state<br />
revenues at the same rate. Instead of making changes in the classical taxation system, which was an integral part of timar,<br />
the Ottoman Empire resorted to the way of collecting the ‘avâriz taxes -which, at least theoretically, was a tax collected by<br />
the state treasury only in case of the emergency situations. Especially in the fiscal area, imdâdiyye taxes that were initially<br />
collected for extraordinary circumstances in the seventeenth century were subject to some regulations (especially by Islahât<br />
Buyrugu in <strong>17</strong><strong>17</strong>) and became ordinary taxes and a continuous income source for the state in the seventeenth century.<br />
In this sense, the main focus of this study will be what the scope of imdâdiyye practices is and how these taxes<br />
were received by the Ottoman people.<br />
