Osmanlı Yerel İpek Üretiminin İthal İran İpeği Karşısındaki Durumu ve Problematiği<br />
Osmanlı ipekçiliğinin İran ithalatı ile başladığı bilinmektedir. İran’da üretilen ipek kozaları genelde ham olarak<br />
Osmanlı Devleti’ne getirilmekteydi. Amasya ve Bursa gibi şehirlerde bir kısım işlemlerden geçirilerek Halep, Bursa gibi<br />
merkezlere ve Avrupa’ya ihraç edilmekteydi. Burada araştırılması gereken önemli hususlardan ilki, İran’dan ithal ikame<br />
olarak temin edilen, ipeğin yerel üretimine ne zaman başlandığı ve bu üretimin zaman içinde değişen boyutudur. Bu konudaki<br />
genel kanaat İran ipeğine bağlılığın ilânihaye devam ettiğidir. İpeğin, Osmanlı İran ilişkilerinde stratejik bir argüman<br />
olarak kullanıldığı dönemler bilinmektedir. Bu denli siyasi, iktisadi fırtınalar karşısında, Osmanlı idarecilerinin ve imalatçılarının<br />
gerekli tedbirleri almadığını varsaymak hatalı olacaktır.<br />
Bu çalışma iki merhalede ele alınacaktır. İlk olarak Osmanlı devletinde önemli ipek üreticisi şehirlerden biri<br />
olan Amasya’ya odaklanılacaktır. Amasya şehri Bursa’dan sonra muhtemelen en önemli ipek üreticisi şehirdir. Bir prototip<br />
mahiyetinde Amasya şehrine ait şer’iyye sicilleri 1500’lü yıllardan itibaren taranacaktır. Özellikle <strong>17</strong>00- 1900 yılları arasında<br />
bulunan siciller onar yıllık periyotlarla incelenecektir. Tereke kayıtlarında, miras bölüşümü tutanaklarında dut bağları,<br />
böcekhane kayıtları, ham koza, ipekli kumaşlar belirtilmektedir. Elde edilen sonuçların istatistikî verileri daha önceki ve<br />
sonraki dönemlerle kıyaslanacaktır. Ortaya çıkacak skala bu hususta belli kanaatlerin oluşmasını sağlayacaktır. Çalışmanın<br />
ikinci kısmında ise mevzu ile ilgili problem ortaya konulacaktır. Belirtilen şehir örnekleri üzerinden hareketle Osmanlı<br />
ipekçiliğinin, boyutu problemi ve çözüm problematiği üzerine bazı tahlillerde ve önermelerde bulunulacaktır. Bir örneklem<br />
mahiyetinde Amasya şehri ölçeğinde nispeten berraklaşan durum diğer önemli ipek üreticisi şehirlerde de yürütülürse<br />
genel görüntü net olarak ortaya konulabilir.<br />
The Status and Problematics of Local Ottoman Silk Production Vis-A-Vis Iranian Silk<br />
It is known that Ottoman sericulture started with Iranian imports. Being processed in such cities as Amasya<br />
and Bursa they were exported to such centers as Aleppo and Bursa and to Europe. The first of the important questions<br />
that need to be researched at this point is when the local production of the silk that was supplied from Iran in the form of<br />
import substitution began and how this production changed over time. This study will be handled in two stages. Firstly, the<br />
focus will be directed on Amasya, one of the major silk producing cities in the Ottoman Empire. As a prototype, the Islamic<br />
court registers of the city of Amasya will be reviewed from 1500s onward. Especially the registers dating from between the<br />
years of <strong>17</strong>00 and 1900 will be examined in decade-long periods. In registers of inherited estates, in reports of division of<br />
inheritance, mulberry fields, records of silkworm breeding houses, raw cocoons and silk fabrics are noted. The statistical<br />
data of the acquired results will be compared with previous and later periods. In the second part of the study, based on the<br />
indicated cities, some analyses and propositions on the problem of the size of Ottoman sericulture and the solution of the<br />
problematics will be made. If the situation that becomes relatively clarified in the context of the city of Amasya as a sample<br />
is conducted for other silk-producing cities, then the overall picture can be revealed more clearly.<br />
