XVI. Yüzyılda Kırçova Kazası Kırsalında Nüfus ve Ekonomik Hayat<br />
Bu çalışmada bugün Makedonya Cumhuriyeti’nin güneydoğu sınırına yakın mesafede bir merkez konumunda<br />
bulunan Kırçova’nın on altıncı yüzyıldaki köyleri ve bu köylerin nüfus dağılımı ile üretim yapısı incelenecektir. Osmanlı<br />
köy toplumuna dair monografik çalışmalar yapılmış ise de, Osmanlı İmparatorluğu’nda köylerin nüfus hareketlerinin nasıl<br />
bir ortamda, hangi kriterlere göre oluştuğu ve bu hareketliliğin kaynağını meydana getiren insan kitlelerinin mahiyetleri<br />
ve bunlar arasındaki farklılığın nasıl bir manzara ortaya koyduğu bilinmemektedir. Öncelikle Kırçova kazası köylerinde<br />
üretilen çeşitli tarım ürünlerinin dağılımı, kullanılan araç ve teknikler, sulama, verimlilik ve hasat miktarına değinilerek<br />
temel ihtiyaç maddelerinin üretilmesi ele alınacaktır. Köylerin dâhilî yapıları, nüfus artış ve düşüş sebepleri ve tabi olarak<br />
çiftçilerin ödedikleri vergiler kırsal hayatın belirgin özellikleridir. Bu veriler on altıncı yüzyıl boyunca temel unsurlar olarak<br />
devam ederken, çiftçilerin hayat tarzını büyük ölçüde etkileyen olaylar da meydana gelmiştir. Bunlar arasında en önemlisi<br />
nüfus artışıdır. Elbette ki on altıncı yüz yıl boyunca çiftçiler balkanlarda ticaretin olmadığı bir ekonomik hayat sürmemişlerdir.<br />
Çiftçi aileler kendi ihtiyaçlarını sağlamak için üretim yapıyorlardı. Konumuz dâhilinde bizi aydınlatan kaynaklar<br />
arasında en önemli veriler tahrir defterlerinden elde ettiğimiz verilerdir. İdari birimlere ayrılarak köy köy hazırlanan tahrirlerde,<br />
vergi vermekle mükellef olan erkekler hane bazında kaydedilmiştir. Genellikle bu vergilerin askerî ya da idari yapıya<br />
mı ait olduğu, dinî bir kuruma devredilip devredilmediği hakkında bazı bilgiler de yer almaktadır. Balkanlar’da başlangıçta<br />
bir bölge veya kasabanın fetihten hemen sonra uygulanan bu yöntem, bir ölçüde, Osmanlı yönetim felsefesini ortaya koymaktadır.<br />
Ayrıca, nüfus hareketliliğinin tespiti ile birlikte kırsalda ekonomik hayat belirlenmeye çalışılacaktır.<br />
Rural Population and Economic Life in the District of Kırçova in the XVI th Century<br />
In this study, the villages of Kırçova in the XVI th century, which are located near the border of Macedonian Republic’s<br />
southeastern region, distribution of the population of these villages and their production structure will be studied.<br />
Even though there are monographic studies about Ottoman village societies, under which conditions these demographical<br />
movements occured, their reasons and the variation of these human masses are still unknown. Firstly, the distribution of<br />
the various harvests produced in Kırçova villages, tools and techniques being used, irrigation systems, productivity and<br />
the amount of the harvest will be discussed. The production of basic goods will also be mentioned. The internal structures<br />
of the villages, the reasons of the increase and the decrease of the population and the taxes which farmers paid are the apparent<br />
characteristics of rural life. While these data lasted as the basic elements throughout the XVI th century, some great<br />
events which had influenced the life styles of the farmers also occurred. The most important of these events is the increase<br />
of the population. Surely, the farmers never had an economic life without trade in the Balkans during the sixteenth century.<br />
Bur farmer families mainly made production to meet their own needs. The most important information that enlightens us<br />
is the data gathered from cadastral survey books. In the cadastral survey books which were prepared for each village ,as<br />
administrative units, into administrative units, male residents who had to pay taxes were officially registered by their own<br />
places. In the cadastral survey books, there is also some information regarding whether these taxes were due to military<br />
or administrative structures or if they were transferred into a religious institution. The study of all these subjects and the<br />
method which was applied after the conquest in the Balkans partly shows Ottoman administration philosophy. All in all,<br />
such a study enables us to determine the population activity and the nature of economic life in rural area.<br />
