individuals who do not have an appropriate security clearance will need to be escorted while on the
property by an individual or individuals with an appropriate security clearance.
B. Eligible escorts:
1. Four escort options are available for construction personnel without SIDA clearance:
a. Federal Express employees with Federal Express SIDA clearance badge.
b. Federal Express vendor with Federal Express issued SIDA clearance badge.
c. Other construction personnel who have obtained SIDA clearance either through Federal
Express or the Port of Oakland. Additional escort limitations may be applicable to
individuals with Port of Oakland clearance.
d. Escorts supplied by Aviation Safeguards Inc. who provides security staff for the entire
Federal Express facility.
C. Additional requirements to gain access to construction site:
1. Construction personnel shall be allowed to gain access to the AOA either by coming through a
Federal Express security check-point, or through an approved construction entrance.
2. FedEx security check point: Unbadged individuals that enter through a FedEx security check-point
are required to show identification in the form of either a driver’s license, or passport, or DMV
issued identification card. The individual who will act as the escort for the unbadged individual(s)
will also be required to show his or her SIDA badge and sign for the unbadged individual(s). FedEx
security will issue each unbadged individual a vest to be worn at all times while on FedEx property.
3. Construction entrance: Unbadged individuals who enter through an approved construction
entrance become the sole responsibility of the General Contractor. The General Contractor is
required to keep track of every badged and unbadged individual on site at all times, and shall
provide badged escorts in a manner compliant to rules and regulations set by the TSA.

D. Escort responsibilities:
1. In general, all escorted individuals must remain in clear view of each designated escort at all times.
2. TSA regulations limit the number of individuals that an escort is eligible to supervise at any one
time. The Contractor is responsible for referring to these regulations when determining the number
of escorts required at all times.
E. Additional escort restrictions for individuals with Port of Oakland SIDA clearance:
1. The Port of Oakland limits the number of badged individuals who are permitted to act as escorts.
These individuals must be individually cleared to act as escorts. When approved, and individual
with such a clearance will be issued an “ESCORT” sticker which needs to be visible on the
individuals Port of Oakland SIDA clearance badge.
