Those new organization models may transform profoundly the way government agencies operate and interact with<br />

citizens, companies and other kinds of organizations, and also with other countries governments and<br />

organizations. New strategic roles may be in place of bureaucratic models, as shown in figure below:<br />

In other words, these new organization model or strategic roles have the power to change the way in which<br />

councils engage and work with their citizens, emerging the concept of e-Democracy: it can open the door to a<br />

genuine, two-way dialogue and deliver democratic renewal from the grass roots up.<br />

The objective of this paper is to highlight how the phases of e-government may play a crucial role to conduct an<br />

organized proccess against cooruption and to promote transparency, bringing more control for citizens over<br />

government agencies.<br />

Corruption defined<br />

Many authors and groups define and establish associations between ICT and, more specifically, e-government,<br />

and frauds and corruption.<br />

IBD - Inter-American Bank of Development adopts the following categorization of actions that constitute practical<br />

corruption (the most common ones, but not exhausting):<br />

• "Bribe" consists of the act to offer or to give something of value, with the purpose to influence the actions or<br />

decisions of third, or to receive or to request any benefit in exchange for the entailed accomplishment of<br />

action or omissions to the fulfilment of duties.<br />

• "Extortion" or "Coercion" is the act or the practical to get some thing, to compel to the accomplishment of an<br />

action, or to influence a decision by means of intimi<strong>da</strong>tion, threat or use of force, being able the contingent<br />

<strong>da</strong>mages or real to fall again on the people, its reputation, or its good.<br />

• "Fraud" is all kinds of acts or omission that it looks to counterfeit the truth with the end to induce third to<br />

presume the veracity of the fact to get an unjust advantage or to cause <strong>da</strong>mages to third parties.<br />
