• Frauds and corruption fighting: It is in this stage that there it may be possible to apply the so called “double<br />

party” principle,by which, for each side of a transaction there must have an opposed side, that makes the<br />

“zero sum” a central check and a guarantee that all the effects have been registered. We may apply this rule<br />

to any transaction, involving values, materials, human resources or any other kind of resource. Applying this<br />

principle, it is possible to check process balancing, so that any kind of deviation may be detected in early<br />

stages.<br />

5 th Stage - Open frontier integration: In this stage government extends and integrates its processes to processes<br />

owned by companies and citizens, eliminating interfaces existing between the public and private organization; in<br />

this stage is possible, for example, to tax directly personal incomes at their origins, without the need to reenter<br />

information, and, immediately, have the corresponding value deposit. In the same manner, it is possible to<br />

integrate the buying process of a government agency to an exchange portal, fulfill the needed goods and make<br />

the corresponding payment; another interesting example is the case where a project is delayed, and also the<br />

corresponding payment events, which values may be automatically transferred to a credit account that can be<br />

used to liberate other payments blocked because of limited funds. There is no limit to this kind of integration.<br />

• Frauds and corruption fighting: With the complete process integration, it is possible to get na imprecedent<br />

degree of transparency in government action, making it much more difficult to operate frauds and corruption<br />

without them being discovered. As government agencies integrate their operations with other agencies and<br />

with external processes, extending these processes to companies and citizens, it may be virtually impossible<br />

to fraud without someone being warned.<br />

E-Democracy: This is not really a stage, just because it may occur in any of the prior stages; citizens and<br />

companies collaborate with government, via direct relationship with government agencies in the decision<br />

processes. Here are included participative budgeting (people and companies say what they judge to be the best<br />

way to apply limited public resources), “e-referendums”, “e-voting”, and public policy making.<br />

According e_Democracy National Project, e-Democracy is the use of ICTs (Information and Communication<br />

Technologies) including the Internet, mobile technologies and interactive digital television to create new<br />

deliberative discussions between government and its citizens and between citizens themselves. It complements<br />

traditional methods of community engagement such as public meetings and workshops so therefore it should not<br />

be viewed as a different model of democratic governance. Rather its aim is to:<br />

• Enhance community outcomes<br />

• Build capacity and skills<br />

• Encourage participation from communities and groups who are not currently actively engaged in government<br />

processes<br />

• Helps communities engage with each other<br />

• Enables two way consultation and exchange of views<br />

• Promotes information sharing<br />

E-democracy can become a most valuable tool. Just imagine an ordinary citizen who wants to be politically active<br />

and is able to receive on demand a brief on any politically important subject that is generated by an e-government<br />

application and provides him / her with all the information needed, in a text that can be read and easily understood<br />

in five minutes.<br />

Conclusion<br />

The possibility of a very broad integration of process that new technologies bring new and stimulating references<br />

on government process. With whole process being integrated, besides more efficiency and less costs,<br />
