Transboundary water management has been<br />

piloted and studied in many parts of the world.<br />

Regional and national organizations have been<br />

established to build trust among countries and<br />

their lea<strong>de</strong>rs, to share knowledge and information<br />

and to plan and implement projects sharing benefits<br />

and costs. Many collaborative efforts have <strong>de</strong>livered<br />

evi<strong>de</strong>nce that conflict and lack of cooperative<br />

management would be expensive, disruptive,<br />

and would interfere with efforts to relieve human<br />

suffering, reduce environmental <strong>de</strong>gradation, and<br />

achieve economic growth.<br />

There are 263 rivers around the world that<br />

cross the boundaries of two or more nations, and<br />

an untold number of international groundwater<br />

aquifers. So, in many parts of the world, the potential<br />

for conflict still exists, and parties involved<br />

have not yet embarked on the path of assessing<br />

incentives for regional cooperation or have not<br />

started systematic dialogue for exploration of<br />

shared use of water as a unique resource. What<br />

can these countries learn from the experiences of<br />

other water basins?<br />

In this session several experts and key players<br />

in river basins will share their experiences in the<br />

African context and formulate a set of recommendations<br />

i.e. <strong>de</strong>fining steps to i<strong>de</strong>ntify incentives to<br />

get countries and stakehol<strong>de</strong>rs together around<br />

the dialogue table, to assess the pros and cons of<br />

those incentives and to communicate and negotiate<br />

with each other about win-win solutions.
