Carl Steinitz Conférence magistrale Le thème central de cette semaine à EXPO Zaragoza est le rapport entre l’eau et la terre. J’ai organisé de nombreuses études relatives à l’aménagement du paysage et collaboré avec des hydrologues et des économistes de l’eau de renommée mondiale. L’eau a toujours été une question centrale, représentant souvent la principale restriction des politiques et des planifications potentielles. Mon expérience m’amène à poser une question cruciale qui sera l’axe de ce débat : à quel niveau devons-nous planifier le futur des terres, de leurs habitants et de leurs ressources ? 70 EAU ET TERRE Au niveau local ? Au niveau régional ? Au niveau mondial ? À tous les niveaux ? Simultanément ? Ou de quelle manière ? Et à ces niveaux, les planifications respectives sont-elles complémentaires ou au contraire sont-elles antagonistes ? Comme disait Galilée: “De nombreux mécanismes qui fonctionnent à petit échelle ne donnent aucun résultat à grande échelle” La citation de Galilée et ce diagramme résument mon exposé.

Centrality guides diversity La centralidad guía a la diversidad The narrower the inner bands, the more chaotic it seems. The balancing concept is RISK, and this is a tension both in decision making and education. Cuanto más estrechas son las bandas interiores, más caótico parece.
