Cluster Sampl<strong>in</strong>g and Complex Sampl<strong>in</strong>g Designs<br />

Cluster sampl<strong>in</strong>g is a way to sample populations for which there are no<br />

convenient lists or frames. It’s also a way to m<strong>in</strong>imize travel time <strong>in</strong> reach<strong>in</strong>g<br />

scattered units of data collection. Cluster sampl<strong>in</strong>g is based on the fact that<br />

people act out their lives <strong>in</strong> more or less natural groups, or ‘‘clusters.’’ They<br />

live <strong>in</strong> geographic areas (like counties, prec<strong>in</strong>cts, states, and so on), and they<br />

participate <strong>in</strong> the activities of <strong>in</strong>stitutions (like schools, churches, brotherhoods,<br />

credit unions, and so on). Even if there are no lists of people whom<br />

you want to study, you can sample areas or <strong>in</strong>stitutions and locate a sample<br />

with<strong>in</strong> those clusters.<br />

For example, there are no lists of schoolchildren <strong>in</strong> large cities, but children<br />

cluster <strong>in</strong> schools. There are lists of schools, so you can take a sample of them,<br />

and then sample children with<strong>in</strong> each school selected. The idea <strong>in</strong> cluster sampl<strong>in</strong>g<br />

is to narrow the sampl<strong>in</strong>g field down from large, heterogeneous chunks<br />

to small, homogeneous ones that are relatively easy to sample directly.<br />

Sometimes, though, you have to create the <strong>in</strong>itial sampl<strong>in</strong>g frame on your<br />

own. In chapter 5, I mentioned a study <strong>in</strong> which Lambros Comitas and I compared<br />

Greeks who had returned from West Germany as labor migrants with<br />

Greeks who had never left their country (Bernard and Comitas 1978). There<br />

were no lists of returned migrants, so we decided to locate the children of<br />

returned migrants <strong>in</strong> the Athens schools and use them to select a sample of<br />

their parents. The problem was, we couldn’t get a list of schools <strong>in</strong> Athens.<br />

So we took a map of the city and divided it <strong>in</strong>to small bits by lay<strong>in</strong>g a grid<br />

over it. Then we took a random sample of the bits and sent <strong>in</strong>terviewers to<br />

f<strong>in</strong>d the school nearest each bit selected. The <strong>in</strong>terviewers asked the pr<strong>in</strong>cipal<br />

of each school to identify the children of returned labor migrants. (It was easy<br />

for the pr<strong>in</strong>cipal to do, by the way. The pr<strong>in</strong>cipal said that all the returned<br />

migrant children spoke Greek with a German accent.) That way, we were able<br />

to make up two lists for each school: one of children who had been abroad,<br />

and one of children who had not. By sampl<strong>in</strong>g children randomly from those<br />

lists at each school, we were able to select a representative sample of parents.<br />

This two-stage sampl<strong>in</strong>g design comb<strong>in</strong>ed a cluster sample with a simple<br />

random sample to select the eventual units of analysis.<br />

Laurent et al. (2003) wanted to assess the rate of sexually transmitted diseases<br />

among unregistered female sex workers <strong>in</strong> Dakar, Senegal. Now, by<br />

def<strong>in</strong>ition, unregistered means no list, so the researchers used a two-stage cluster<br />

sample. They created a sampl<strong>in</strong>g frame of all registered and all clandest<strong>in</strong>e<br />

bars <strong>in</strong> Dakar, plus all the unregistered brothels, and all the nightclubs. They<br />

did this over a period of several months with the help of some women prostitutes,<br />

some local physicians who had treated female sex workers, the police,
