probably composed of tra<strong>in</strong><strong>in</strong>g and staff<strong>in</strong>g specialists<br />

for the VC unit. All known <strong>in</strong>filtration<br />

groups for 1959 were composed of no more than<br />

thirty men and most likely were made up of the<br />

ranks and specialists necessary to flesh out the VC<br />

units be<strong>in</strong>g formed at the time. These <strong>in</strong>cluded<br />

officers and NCO's (all levels from as high as regiment<br />

to squad level), medical personnel (doctors<br />

to medics), <strong>in</strong>telligence and security specialists,<br />

radio operators and cryptographers, artillerymen,<br />

eng<strong>in</strong>eers, and political specialists. Occasionally,<br />

civilian Lao Dong Party cadre travelled down the<br />

1959, the troops and cadre com<strong>in</strong>g down the trail<br />

(Ta//S!) From the very beg<strong>in</strong>n<strong>in</strong>g, the primary<br />

political and security concern for the Hanoi<br />

leadership was avoid<strong>in</strong>g the discovery of its role<br />

<strong>in</strong> controll<strong>in</strong>g (or coord<strong>in</strong>at<strong>in</strong>g) and support<strong>in</strong>g<br />

the <strong>in</strong>surrection <strong>in</strong> the south. To distance itself<br />

from culpability, the NRC and CEC <strong>in</strong>stituted a<br />

strict program aimed at remov<strong>in</strong>g, Or at least<br />

reduc<strong>in</strong>g to a m<strong>in</strong>imum, the North's/ handpr<strong>in</strong>t<br />

from the struggle <strong>in</strong> the south. Personnel selected<br />

for <strong>in</strong>filtration to the south were "scrubbed" prior<br />

to departure from North Vietnam. This <strong>in</strong>cluded<br />

removal of all evidence of their northern orig<strong>in</strong>s,<br />

to <strong>in</strong>clude cloth<strong>in</strong>g, property, papers, and person-<br />
