In 1963, COSVN began to assert control<br />

over these units. First, the cells were organized<br />

<strong>in</strong>to the 47th Technical Reconnaissance Battalion<br />

which worked under the auspices of the Military<br />

Intelligence Section of COSVN's military staff. 9 9<br />

untouched by the VC s<strong>in</strong>ce they lacked <strong>in</strong>tercept<br />

operators with a sufficient grasp of the language.''<br />

This shortage would disappear by 1965,<br />

driven by the <strong>in</strong>creas<strong>in</strong>g American <strong>in</strong>volvement <strong>in</strong><br />

Indoch<strong>in</strong>a, especially after the start of the Roll<strong>in</strong>g<br />

Thunder air campaign <strong>in</strong> the spr<strong>in</strong>g.<br />

(S//SI) By 1965, the southern communist<br />

command, realiz<strong>in</strong>g the importance of its communications<br />

<strong>in</strong>telligence effort, and anxious to<br />

reta<strong>in</strong> its lucrative <strong>in</strong>telligence sources, convened<br />

a special conference of its COMINT and other<br />

<strong>in</strong>telligence personnel. At this meet<strong>in</strong>g, it was<br />

decided to reform the technical reconnaissance<br />

effort <strong>in</strong>to a jo<strong>in</strong>t strategic and tactical organization<br />

which would reach down <strong>in</strong>to the prov<strong>in</strong>cial<br />

and regimental levels <strong>in</strong> both the political and<br />

military structures. Tactical combat units would<br />

cont<strong>in</strong>ue to be supported by special units, while<br />

the COSVN and military region headquarters<br />

would reta<strong>in</strong> their own units for higher-level<br />

analysis and tra<strong>in</strong><strong>in</strong>g.l'" In 1966, the communists<br />

had completed the reorganization of their<br />

COMINT effort <strong>in</strong> the south. The Central<br />

Research Directorate (CRD), Hanoi's headquarters<br />

for military <strong>in</strong>telligence, took operational and<br />

adm<strong>in</strong>istrative control of all COMINT activity <strong>in</strong><br />

the DRV, as well as the northern prov<strong>in</strong>ce of<br />

South Vietnam (MR 5), and the Central<br />

HighlandsCB3/ Front). COSVN, located just<br />

across theborder <strong>in</strong> Cambodia, took command of<br />

all the other elements <strong>in</strong> the rema<strong>in</strong><strong>in</strong>g regions to<br />

thesouth.<br />

~Both the CRD and COSVN seem to have<br />

exercised nearly complete control of their separate<br />

commands, which <strong>in</strong>cluded operations,<br />

staff<strong>in</strong>g, recruit<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g, and technical capabilities.<br />

Both ma<strong>in</strong>ta<strong>in</strong>ed central facilities where<strong>in</strong><br />

resided what could be termed as "high-level"<br />

cryptanalytic, traffic analytic, and language capabilities,<br />

as well as <strong>in</strong>tercept operations. Tra<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong> all of the cryptologic skills were done <strong>in</strong> schools<br />

located at both sites. Intercept operator tra<strong>in</strong><strong>in</strong>g<br />

lasted anywhere from six months for morse code<br />

to a year for English language personnel who had<br />

an extra six-month period of on-the-job-tra<strong>in</strong><strong>in</strong>g<br />

(OJT).<br />

(S) The TRU's ma<strong>in</strong> objective was twofold:<br />

give their host unit <strong>in</strong>telligence that provided a<br />

tactical advantage dur<strong>in</strong>g combat operations and<br />

the means of avoid<strong>in</strong>g combat <strong>in</strong> disadvantageous<br />

situations.Y" TRUs concentrated on communications<br />
