air manager for the Roll<strong>in</strong>g Thunder campaign.:'"<br />

(U) F<strong>in</strong>ally, many aspects of the bomb<strong>in</strong>g<br />

campaign were controlled from Wash<strong>in</strong>gton.<br />

Much of the time the White House itself selected<br />

targets and def<strong>in</strong>ed the tempo of the missions.<br />

The reason beh<strong>in</strong>d this control was that<br />

Wash<strong>in</strong>gton <strong>in</strong>tended Roll<strong>in</strong>g Thunder as a<br />

means to force North Vietnam to the negotiat<strong>in</strong>g<br />

table. To achieve this, the bomb<strong>in</strong>g was directed<br />

at Hanoi's ability to support the war <strong>in</strong> the<br />

South.:" Slowly, as bomb<strong>in</strong>g pauses failed to elicit<br />

the "proper" response from the North, the target<br />

list was extended. By the middle of 1966,<br />

petroleum storage sites were added to the targets<br />

for the aircraft.<br />

(S//S1) Still, an all-out bomb<strong>in</strong>g campaign,<br />

not unlike that launched aga<strong>in</strong>st Germany dur<strong>in</strong>g<br />

World War II, never materialized. Aga<strong>in</strong>st the<br />

backdrop of contradictory estimates that the<br />

bomb<strong>in</strong>g would effect Hanoi's ability to prosecute<br />

the war'" was the specter of <strong>in</strong>tervention by the<br />

People's Republic of Ch<strong>in</strong>a. It should be noted<br />

that over 300,000 Ch<strong>in</strong>ese troops and technical<br />

experts rotated through North Vietnam dur<strong>in</strong>g<br />

the war and that large Ch<strong>in</strong>ese air and ground<br />

combat formations lurked across the border. The<br />

possibility of a massive aggressive Ch<strong>in</strong>ese <strong>in</strong>tervention<br />

exerted considerable <strong>in</strong>fluence on the<br />

strategic plann<strong>in</strong>g of the air campaign. The<br />

example of Korea was still very vivid <strong>in</strong> the m<strong>in</strong>ds<br />

of many people <strong>in</strong> the adm<strong>in</strong>istration, especially<br />

the president. As the war progressed, however,<br />

this fear began to recede."<br />

~ Oppos<strong>in</strong>g the Americans was a<br />

Vietnamese air defense system which, <strong>in</strong> 1964,<br />

was little more than a collection of AAAand radar<br />

sites. However, by the end of Roll<strong>in</strong>g Thunder, it<br />

had evolved <strong>in</strong>to a system capable of actively<br />

engag<strong>in</strong>g American air strikes anywhere <strong>in</strong> the<br />

country with a multitude of weapons systems.<br />

The ground component consisted of hundreds,<br />

later thousands, of AAAsites with guns rang<strong>in</strong>g <strong>in</strong><br />

caliber from 12.7mm and above. Some of the larger<br />

guns were radar controlled, us<strong>in</strong>g such systems<br />

as the Whiff and Fire Can. At about the time<br />

Roll<strong>in</strong>g Thunder began, the North Vietnamese<br />

were emplac<strong>in</strong>g their first SA-2 batteries. In July<br />

1965, the first U.S. aircraft was downed by an SA­<br />

2 SAM. This missile, designed for high-altitude<br />

threats such as the B-52, soon became a ma<strong>in</strong>stay<br />

of North Vietnam's air defense. Coupled with<br />

nearby AAA sites, the Vietnamese could threaten<br />

high-level and low-level strike aircraft.<br />

to 265, <strong>in</strong>clud<strong>in</strong>g<br />

almost 100 MiG­<br />
