(BIIBI) Fly<strong>in</strong>g for Uncle Ho:<br />

Foreign Communist Pilots dur<strong>in</strong>g<br />

the Vietnam War, 1964-1972<br />

(S//SI) Dur<strong>in</strong>g the air war, there were reports<br />

of pilots from other countries fly<strong>in</strong>g missions<br />

aga<strong>in</strong>st American aircraft. To SIGINT personnel,<br />

these reports reflected a well-known fact. From<br />

the very beg<strong>in</strong>n<strong>in</strong>g of the air war <strong>in</strong> North<br />

Vietnam, there was foreign communist supportto<br />

the Hanoi's air force.<br />

the Gulf of Tonk<strong>in</strong> <strong>in</strong>cidents, thirty-six of<br />

the MiGs from the tra<strong>in</strong><strong>in</strong>g unit redeployed from<br />

Mengtzu to the newly extended and upgraded airfield<br />

at Phuc Yen <strong>in</strong> the DRV. Ch<strong>in</strong>ese pilots<br />

stayed on at Phuc Yen as <strong>in</strong>structors from late<br />

1964 <strong>in</strong>to early 1965. Dur<strong>in</strong>g this time, North<br />

Vietnamese pilots practiced a variety of maneuvers<br />

to develop proficiency <strong>in</strong> take-off and land<strong>in</strong>gs,<br />

climb exercises, cloud pierc<strong>in</strong>g, and some<br />

occasional aerial <strong>in</strong>tercept. Vietnamese tra<strong>in</strong>ee<br />

pilots were taught us<strong>in</strong>g Ch<strong>in</strong>ese flight term<strong>in</strong>ology.<br />

By December 1964, another set of MiGs<br />

arrived from Ch<strong>in</strong>a to br<strong>in</strong>g the total to fiftythree.<br />

(S//SI) Still, the Ch<strong>in</strong>ese pilots performed<br />

solely as <strong>in</strong>structors as their Vietnamese charges<br />

extended their proficiency <strong>in</strong>to nighttime <strong>in</strong>tercept<br />

and gunnery exercises.I" At no time did the<br />

Ch<strong>in</strong>ese pilots ever engage <strong>in</strong> combat missions. In<br />

fact, their role faded by mid-1965 when newer-aircraft,<br />

notably the Soviet-supplied MiG-21, were<br />

added to Hanoi's <strong>in</strong>v~I1toryby the Soviets. The<br />

Ch<strong>in</strong>ese ma<strong>in</strong>ta<strong>in</strong>eda sizable cont<strong>in</strong>gent <strong>in</strong> North<br />

Vietnam, which was estimated at about 180,000<br />

personnel at its height. Ch<strong>in</strong>ese troops mostly<br />

provided logistical and eng<strong>in</strong>eer<strong>in</strong>g support and<br />

manned AAA units around air bases and key<br />

transportation sites such as bridges and railroads.<br />

The Ch<strong>in</strong>ese forces stationed <strong>in</strong> North Vietnam<br />

never <strong>in</strong>cluded any ground combat or air force<br />

units."<br />

(U) Between 1965 and 1973, about 320,000<br />

Ch<strong>in</strong>ese technicians and soldiers would serve <strong>in</strong><br />

the DRV. Over 5,000 Ch<strong>in</strong>ese would be killed or<br />

wounded, almost all casualties from U.S. air<br />

attacks. Interest<strong>in</strong>gly, the Ch<strong>in</strong>ese took few security<br />

precautions and operated openly, aware that<br />

U.S. photographic and signals <strong>in</strong>telligence<br />

sources were observ<strong>in</strong>g them. Some scholars have<br />

suggested that by this rather open presence, the<br />

Ch<strong>in</strong>ese were send<strong>in</strong>g Wash<strong>in</strong>gton a warn<strong>in</strong>g of<br />

their <strong>in</strong>tention to support the Vietnamese.76<br />

(U) Later, after 1968, the Ch<strong>in</strong>ese would supply<br />

the DRVair force with nearly three dozen of a<br />

Ch<strong>in</strong>ese variant of the Soviet MiG-19, known as<br />

the F-6, a highly potent air-to-air fighter. This<br />

fighter would supplement the DRV's <strong>in</strong>ventory of<br />

jet fighters, but the Soviets eventually would supply<br />

almost ten times more aircraft."<br />

ESl/Sf) As mentioned above, <strong>in</strong> early 1965 the<br />

Ch<strong>in</strong>ese <strong>in</strong>structors were supplanted by their<br />

Soviet counterparts. Soviet pilots were known to<br />

have been <strong>in</strong> the DRV as early as January 1961. 78<br />

ByMay 1965, they were heard for the first time <strong>in</strong><br />

Vietnamese Air Force communications. Some<br />

Vietnamese pilots were also heard us<strong>in</strong>g Russian<br />

terms, while others appeared to be bil<strong>in</strong>gual.<br />

(S//SI) Actually, Vietnamese pilots had been<br />

go<strong>in</strong>g to the lJ§sRl<br />

fort~perannum. They had been sent to<br />

Krasnodar to participate <strong>in</strong> a five-year tra<strong>in</strong><strong>in</strong>g<br />

program <strong>in</strong> either the MiG-17, s<strong>in</strong>gle-eng<strong>in</strong>e<br />

fighter or the IL-28 (BEAGLE) light bomber aircraft.<br />

The Soviet fighter tra<strong>in</strong><strong>in</strong>g program emphasized<br />

basic flight and eng<strong>in</strong>eer<strong>in</strong>g up to complex<br />
