itself, Roosevelt, ever suspicious of European<br />

colonialism, dismissed the French presence as<br />

hav<strong>in</strong>g done little towards "improv<strong>in</strong>g the conditions<br />

of the natives." 12<br />

(U) At first, FDR had proposed that<br />

Indoch<strong>in</strong>a be placed under a trusteeship with<br />

Ch<strong>in</strong>a rul<strong>in</strong>g until the region was ready for <strong>in</strong>dependence.<br />

But the Ch<strong>in</strong>ese refused the offer. The<br />

trusteeship issue drifted through the war and was<br />

eventually dropped. Although Roosevelt cont<strong>in</strong>ued<br />

to dislike the idea of a French return to<br />

Indoch<strong>in</strong>a, there was little support from the<br />

British or his own State Department, which had<br />

argued the necessity of a France restored to its<br />

global position.':' After Roosevelt's death, much<br />

of the opposition to the French return to<br />

Indoch<strong>in</strong>a dissipated. By late May 1945, the<br />

French Foreign M<strong>in</strong>istry would triumphantly<br />

<strong>in</strong>form its embassy <strong>in</strong> Chungk<strong>in</strong>g that the<br />

American State Department "never doubted"<br />

that France would automatically reestablish its<br />

sovereigntyover Indoch<strong>in</strong>a. 1 -l<br />

(U) Resistance to Japanese<br />

Occupation<br />

(U) For Ho and the ICP, the Japanese occupation<br />

provided another enemy for the Vietnamese.<br />

Unlike other captured colonial hold<strong>in</strong>gs, notably<br />

those of the Dutch, American, and British, where<br />

the Japanese tried to set up puppet, native<br />

regimes, they left the French to ma<strong>in</strong>ta<strong>in</strong><br />

Indoch<strong>in</strong>a. The ICP attempted two revolts <strong>in</strong><br />

1940, <strong>in</strong> Tonk<strong>in</strong> and Coch<strong>in</strong> Ch<strong>in</strong>a, but both<br />

failed. In the north, the remnants of the defeated<br />

communists escaped across the border <strong>in</strong>to<br />

Ch<strong>in</strong>a. There they re-formed <strong>in</strong>to the Viet M<strong>in</strong>h<br />

(VietNam Doc Lap Dong M<strong>in</strong>h Hoi). For the next<br />

three years, the Viet M<strong>in</strong>h organized regions of<br />

northern Tonk<strong>in</strong>, collectively called the Viet Bac,<br />

<strong>in</strong>to a base of operations. Supported by the<br />

Ch<strong>in</strong>ese, the Viet M<strong>in</strong>h slowly built up a political<br />

and military organization, mostly <strong>in</strong> the Thai<br />

Nguyen region of Tonk<strong>in</strong>. Meanwhile, other<br />

Vietnamese communist resistance groups<br />

throughout the urban centers and prov<strong>in</strong>ces of<br />

Indoch<strong>in</strong>a loosely associated themselves with the<br />

Viet M<strong>in</strong>h."<br />

(0) In March 1945, the Japanese, tired of<br />

years of French noncooperation <strong>in</strong> Indoch<strong>in</strong>ese<br />

defense issues, and aware, through their 0\\11<br />

corvnNT, of a possible, clandest<strong>in</strong>e French military<br />

upris<strong>in</strong>g, staged a putsch overthrow<strong>in</strong>g the<br />

colonial adm<strong>in</strong>istration throughout Indoch<strong>in</strong>a.l"<br />

With<strong>in</strong> forty-eight hours, the entire French civilian<br />

and military adm<strong>in</strong>istration was captured; a<br />

remnant force of about 4,000 French and native<br />

colonial troops and civilians managed to elude<br />

the Japanese and escaped north across the<br />

Ch<strong>in</strong>ese border. The Japanese established a new<br />

native government, call<strong>in</strong>g <strong>in</strong> the deposed<br />

Annamese emporer Bao Dai to assume the<br />

Vietnamese throne. The Japanese also <strong>in</strong>stalled<br />

Norodom Sihanouk <strong>in</strong> Cambodia and Sisavong<br />

Vong <strong>in</strong> Luang Prabang, Laos. The native<br />

Japanese-backed government <strong>in</strong> Hanoi was never<br />

able to assume any real political control. The net<br />

result of the Japanese coup, and subsequent<br />

establishment of native regimes <strong>in</strong> the<br />

Indoch<strong>in</strong>ese states, was to remove the last vestiges<br />

of the French colonial regime. In the period<br />

between the coup and the return of the French <strong>in</strong><br />

late 1945, local native governments would beg<strong>in</strong><br />

to assert control and nationalism would flower.<br />

The French would have to fight their way back <strong>in</strong>.<br />

(0) The Viet M<strong>in</strong>h, recogniz<strong>in</strong>g an opportunity,<br />

stepped up activities <strong>in</strong> Tonk<strong>in</strong>: isolated<br />

Japanese units were attacked and political agitation<br />

aga<strong>in</strong>st the puppet regime <strong>in</strong>creased. Aided<br />

by an ass team with arms and tra<strong>in</strong><strong>in</strong>g, the Viet<br />

M<strong>in</strong>h moved out of its mounta<strong>in</strong> retreat and<br />

quickly seized power <strong>in</strong> Hanoi on the heels of the<br />

Japanese surrender. On 2 September 1945 Ho<br />

Chi M<strong>in</strong>h proclaimed the newly <strong>in</strong>dependent<br />

Democratic Republic of Vietnam (DRV).<br />

(0) However, Allied occupation authorities<br />

refused to sanction the Viet M<strong>in</strong>h government.<br />
