CU) The navy's skepticism over the scope and<br />

size of maritime <strong>in</strong>filtration carried over to the<br />

problem of smuggl<strong>in</strong>g from Cambodia. In early<br />

1962, the U.S. Navy reluctantly assumed responsibility<br />

for patroll<strong>in</strong>g the route from Cambodia<br />

through Phu Quoc island. By March, after "thousands"<br />

of junk searches, the navy aga<strong>in</strong> concluded<br />

that the effort was not productive:<br />

~It was not until 1964 that a fleet of as many<br />

as twenty-six large trawler- and steamer-sized<br />

ships, displac<strong>in</strong>g over sixty tons, was utilized <strong>in</strong> a<br />

large number of <strong>in</strong>filtration missions by Group<br />

125. In reaction to this <strong>in</strong>creased maritime effort<br />

by Hanoi, the U.S. and South Vietnamese navies<br />

<strong>in</strong>stituted operation Market Time designed to<br />

stem the martime flow of weapons and supplies.<br />

In 1965, it was estimated that the communists<br />

received nearly 70 percent of their supplies by sea<br />

and 30 percent by land. At the same time, the<br />

Allied <strong>in</strong>terdiction effort would improve, and by<br />

mid-1968, after a series of supply voyages that<br />

ended <strong>in</strong> disaster, the North Vietnamese would<br />

halt the maritime mission. It would not resume<br />

until the end of 1969.7°<br />
