of the source, analysts <strong>in</strong>itially'had discounted the<br />

possibility of regular PAVN units head<strong>in</strong>g south.<br />

(TSl/SI) For the next two years, until early<br />

1967, the communications structure support<strong>in</strong>g<br />

the communist <strong>in</strong>filtration underwent a series of<br />

changes designed to <strong>in</strong>crease its flexibility, as well<br />

as serve the greatly <strong>in</strong>creased levels of troop and<br />

supply movement to the south. The major elements<br />

of the change were the <strong>in</strong>troduction of<br />

communications broadcast and watch facilities to<br />

the network. Operationally, these changes<br />

allowed for a round-the-clock communications<br />

capability, as well as greater security, s<strong>in</strong>ce broadcast<br />

communications did not require subord<strong>in</strong>ate<br />

stations to respond, thereby giv<strong>in</strong>g away their<br />

positions.<br />

structure allowed Hanoi to control a<br />

greater number of subord<strong>in</strong>ates, as well as create<br />

a forward HQ for the 559th Transportation Group<br />

<strong>in</strong> Laos across from the A Shau Valley north of<br />

Kontum Prov<strong>in</strong>ce <strong>in</strong> South Vietnam. At the same<br />

time, the communications arrangements permitted<br />

the operation of regional nets, such as the one<br />

serv<strong>in</strong>g the Rear Services HQ located to the east<br />

<strong>in</strong> the same A Shau Valley region."<br />

of the new communications network rema<strong>in</strong>ed<br />

equivocal through October even after other collateral<br />

reported four communist regular army battalions<br />

with supplies and heavy weapons had<br />

been mov<strong>in</strong>g south along Route 9 <strong>in</strong> early<br />

(TSl/SI) F<strong>in</strong>ally, <strong>in</strong> early November 1964,<br />

SIGU-;'T cleared up the mystery when the radio<br />

group <strong>in</strong> Laos serv<strong>in</strong>g the movement changed its<br />

signal operat<strong>in</strong>g <strong>in</strong>struction (SOn, or radio operat<strong>in</strong>g<br />

procedures, to that rout<strong>in</strong>ely associated<br />

with PAVN operational elements stationed outside<br />

the DRV. 9 3 With<strong>in</strong> a month, the first regular<br />

North Vietnamese regiment mov<strong>in</strong>g through<br />

Laos soon was spotted by Allied road watch<br />

teams.<br />

of the chang<strong>in</strong>g communications structure<br />

of the <strong>in</strong>filtration network, SIGINT was able to<br />

produce little else except for its detection of the<br />

later <strong>in</strong>filtration of the PAVN 304th and 320th<br />

Divisions <strong>in</strong> late 1967. 9 5 The hard numbers of the<br />

communist <strong>in</strong>filtration from the north that the<br />

planners <strong>in</strong> Saigon and Wash<strong>in</strong>gton needed still<br />

eluded NSA.<br />
