added the comment that "other transmissions"<br />

suggested that the unidentified term<strong>in</strong>als were<br />

possibly located <strong>in</strong> the vic<strong>in</strong>ity of the North<br />

Vietnamese city of V<strong>in</strong>h about 400 kilometers<br />

north-northwest of the crash site. Twenty hours<br />

later, the airborne mission issued a follow-up<br />

translation which differed <strong>in</strong> some details:<br />

Presently, Group 210 has four pirates. They<br />

are go<strong>in</strong>g to the control of Mr. Van. They an'<br />

go<strong>in</strong>g from 44 to 93. They are hav<strong>in</strong>g difficulty<br />

mov<strong>in</strong>g along the road!9<br />

The follow-up carried four footnotes, of which<br />

the last two were important: (1) The referenced<br />

Mr. Van was associated with b<strong>in</strong>h tram 14 located<br />

about 165 miles north of the crash site, and (2)<br />

the references to "44" and "93" were, <strong>in</strong> reality,<br />

kilometer markers. Actually, both comments<br />

were speculation: "Van" was a very common<br />

name <strong>in</strong> Vietnamese, and the two numbers could<br />

have been markers anywhere. (The difference<br />

between "210" and "217" was caused by the similarity<br />

of the two numbers <strong>in</strong> spoken Vietnamese.)<br />

(8//80 The ma<strong>in</strong> question was whether or not<br />

this <strong>in</strong>formation was relevant to the Baron 52<br />

crash. The time of the <strong>in</strong>tercept seemed to fit, but<br />

the transmission was from a unit probably <strong>in</strong> the<br />

V<strong>in</strong>h area. The distance from the crash site to<br />

V<strong>in</strong>h was some 400 kilometers, and the <strong>in</strong>tercept<br />

seemed to suggest that, at the time of the transmission,<br />

the prisoners were already at or near<br />

V<strong>in</strong>h. Consider<strong>in</strong>g the short amount of time after<br />

the loss of the aircraft, the difficult terra<strong>in</strong>, and<br />

problems <strong>in</strong> exchang<strong>in</strong>g prisoners and arrang<strong>in</strong>g<br />

for transport between two separate communist<br />

forces (PAVN and Pathet Lao), it was clearly most<br />

unlikely that these transmissions referred to<br />

Baron 52. 2 0 However, the correlation between the<br />

crash of the EC-47Q and the <strong>in</strong>tercept from<br />

Combat Apple already had been made, and it was<br />

because of this that the legend of the Baron 52<br />

MIAs began.<br />

(S//SI) On 8 February, NSA published a<br />

Southeast Asia SICINT Summary <strong>in</strong> which an<br />

Air Force analyst took all of the speculation about<br />

the kilometer markers and reported that the four<br />

fliers actually were <strong>in</strong> Laos and were be<strong>in</strong>g transferred<br />

to b<strong>in</strong>li tram 9 (and not already there as<br />

the <strong>in</strong>tercept stated)." The floodgates of speculation<br />

were now opened. On 12 February, HQ<br />

USAFSS sent a message to NSA, cit<strong>in</strong>g as fact the<br />

speculation about the location of the prisoners<br />

be<strong>in</strong>g <strong>in</strong> Laos. The Security Service used this<br />

<strong>in</strong>formation to conjecture that the four prisoners<br />

might be survivors of Baron 52. 2 2<br />

In the NSA<br />

reply to the message, this same AFSS analyst<br />

added more of his speculation, none of which was<br />

supported by the extant, meager <strong>in</strong>tercept. He<br />

now stated that, <strong>in</strong> addition to the previous<br />

reports, vehicular transportation was <strong>in</strong>dicated<br />

which would make for the possibility that the four<br />

prisoners mentioned were from the EC-47. He<br />

added that higher authorities were to be contacted<br />

if there were problems <strong>in</strong> movement; that the<br />

prisoners were to be given water; and that another<br />

entity had asked to be notified of the time of<br />

departure of the four. 23<br />

that the four cryptologists on the EC-47 had<br />

parachuted out of the plane and that the prevail<strong>in</strong>g<br />

w<strong>in</strong>ds had blown them north, closer to the<br />

spot mentioned <strong>in</strong> the <strong>in</strong>tercepr" A radioman<br />

Iwho had accompanied the SAR<br />

team to the crashsite, told his commanders that<br />

he had not seen the rear cargo door or any parachute<br />

harnesses <strong>in</strong> the rear compartment. (Of<br />

course, no one on the team had a chance to<br />

<strong>in</strong>spect the rear of the aircraft nor the nearby<br />

pieces of the plane because of the presence of<br />

unidentified armed troops near the crash site.)<br />
