momentum for intervention of any kind by any
country was lost. A variety of factors undercut the
Eisenhower administration's plans. Most
notably, the French stalled on the issue of the
nature of U.S. intervention. The truth was the
French were looking for a one-time strike to
retrieve the tactical situation at Dien Bien Phu.
Talk of the insertion of American ground forces
made them fearful of losing control of the war:
that, in this instance, France would become simply
a junior partner in any coalition, and, in the
process, would have to grant total independence
to Laos, Cambodia, and Vietnam, something it
