aircraft that flew <strong>in</strong>tercept missions <strong>in</strong> the regIon,<br />

sions were limited by the duration and number of<br />

flights that could be staged. They were also hampered<br />

by the lack of cont<strong>in</strong>uity of coverage of the<br />

communist radio nets. Most reports issued by the<br />

mission could do little better than report on the<br />

activities of "unidentified units." .57<br />

(SllSI) In December 1974, the PAVN began<br />

mass<strong>in</strong>g troops around Song Be, the capital of<br />

Phouc Long Prov<strong>in</strong>ce which was about eighty<br />

miles north of Saigon. In a series of prelim<strong>in</strong>ary<br />

attacks, elements of the newly organized PAVN<br />

3rd Division captured the surround<strong>in</strong>g towns of<br />

Due Phong and V<strong>in</strong>h Thien by 16 December.i'''<br />

The capture of two district towns to the north of<br />

Song Be, Bu Dang and Bu Na, provided the PAVN<br />

units with an unexpected bounty <strong>in</strong> captured<br />

American lOSmm howitzers and several thousand<br />

rounds of ammunition.<br />

(U) The capture of these four towns effectively<br />

closed the overland supply routes to Song Be<br />

which now could only be supplied and re<strong>in</strong>forced<br />

by air. Here Saigon's strategic handicaps played a<br />

part <strong>in</strong> determ<strong>in</strong><strong>in</strong>g the outcome of the battle.<br />

Thieu authorized only a few battalions of re<strong>in</strong>forcements<br />

to be airlifted <strong>in</strong>. Supplies and support<br />

aircraft had to be stripped from the <strong>in</strong>ventories<br />

of the other military regions. The PAVN's<br />

f<strong>in</strong>al attack began on 30 December. In the battle<br />

that cont<strong>in</strong>ued <strong>in</strong>to January of the next year, the<br />

ARVN re<strong>in</strong>forcements and regional defense<br />

forces were crushed. Accord<strong>in</strong>g to one South<br />

Vietnamese source, one of the factors <strong>in</strong> the loss<br />

of Song Be was that the communists were able to<br />

monitor the ARVN radio communications and<br />

knew each move <strong>in</strong> advance.f" Along with the<br />

military losses, two of the DGTS' precious LLVI<br />

teams were overrun. Twenty South Vietnamese<br />

aircraft were downed by the communists, many<br />

with the newly arrived, hand-held SAlVI, the SA-7<br />

(GRAIL) missile.<br />

(U) For the North Vietnamese planners, the<br />

most important f<strong>in</strong>d<strong>in</strong>g was that the Americans<br />

had rema<strong>in</strong>ed <strong>in</strong>ert; no formations of B-52s had<br />

appeared to hammer the PAVN units, and a carrier<br />

task force dispatched to the Gulf of Tonk<strong>in</strong> at<br />

the beg<strong>in</strong>n<strong>in</strong>g of the attack had turned back. 6 0<br />

The State Department issued a protest on 11<br />

January over this attack, denounc<strong>in</strong>g it as a flagrant<br />

violation of the peace accords. However,<br />

President Ford, <strong>in</strong> his State of the Union message<br />

on 15 January 1975, made no mention of<br />

Vietnam. In a press conference a week later, he<br />

said that he could foresee no circumstances <strong>in</strong><br />

which the United States would reenter the war.'<br />

President Ford did ask Congress for an additional<br />

three hundred million dollars <strong>in</strong> aid, the<br />

amount cut from the previous allocation, but<br />

Congress was unwill<strong>in</strong>g to spend money on a<br />

cause many of its members, even though they<br />

sympathized with Saigon, felt was already lost. 62<br />

(U) The capture of the prov<strong>in</strong>cial capital of<br />

Song Be and the rest of Phuoc Long Prov<strong>in</strong>ce<br />

caused the North Vietnamese to reassess their<br />

strategy. If Thieu was not go<strong>in</strong>g to defend these<br />

small outposts and prov<strong>in</strong>cial capitals, then the<br />

communists could go for bigger targets. The day<br />

after Phuoc Long was taken, the Politburo <strong>in</strong><br />

Hanoi approved the redirection of its attacks <strong>in</strong><br />

the Central Highlands. Ban Me Thuot was now<br />

the objective. There were several good reasons to<br />

take this city. It had a population of over 100,000<br />

and was considered the <strong>in</strong>formal "capital" of the<br />

Central Highlands region. While the city was<br />

headquarters for the ARVN 23rd Infantry<br />

Division, it was relatively lightly defended by<br />

some battalions of the local Regional Forces and<br />

one regiment, the 53rd, of the 23rd Division. The<br />

rest of the division's units were spread out <strong>in</strong> the<br />

highlands. It was also a major supply nexus for<br />

MR II. The city sat on the strategic Route 14<br />

which was the major north-south connector for<br />
