COMINT organizations, the Army Security<br />

Agency (ASA) and Navy's Communications<br />

Supplementary Activity Wash<strong>in</strong>gton (CSAW)<br />

were "merged" under a Jo<strong>in</strong>t Operat<strong>in</strong>g Plan<br />

(JOP) controlled by a Coord<strong>in</strong>ator of Jo<strong>in</strong>t<br />

Operations (CJO). More importantly, the agreement,<br />

rem<strong>in</strong>iscent of the World War II arrangementdivided<br />

the COMINT problem between the<br />

Army and Navy. Targets and processes were allocated<br />

between the two services, Furthermore, the<br />

1946 Jo<strong>in</strong>t Operations Plan of the Jo<strong>in</strong>t<br />

Process<strong>in</strong>g Allocations Group (,JPAG) established<br />

three countries of "high <strong>in</strong>terest" - the USSR,<br />

Ch<strong>in</strong>a (still the Nationalist regime ofJiang Jeishi<br />

at this po<strong>in</strong>t, but with some emphasis on <strong>in</strong>tercept<br />

from northern Ch<strong>in</strong>a where thestruggle<br />

between communists and nationalists was centered),1<br />

fSI'/SI) America's Postwar COMINT<br />

Predicament<br />

ES//SI) The United States emerged from the<br />

Second World War with a COMINT system still<br />

split along service l<strong>in</strong>es. Many of its leaders saw<br />

the need for some sort of merger, whether it be a<br />

complete organizational union or simply a<br />

methodof more official coord<strong>in</strong>ation between the<br />

two service cryptologic organizations.<br />

Additionally, the postwar reduction <strong>in</strong> personnel<br />

and resources provided a further impetus for<br />

coord<strong>in</strong>ation. In April 1946, the two major<br />

(U) France was considered a critical element<br />

<strong>in</strong> the formulation of America's postwar policy,<br />

especially as it related to the "conta<strong>in</strong>ment" of the<br />

USSR. France was the largest European cont<strong>in</strong>ental<br />

military power (Germany was still a demilitarized<br />

country). Yet, at the same time, France<br />

was weak politically. It was a major concern to<br />

U.S. planners: caretaker coalition governments<br />

that came and went <strong>in</strong> the wake of Charles de<br />

Gaulle's 1946 resignation were fail<strong>in</strong>g at alarm<strong>in</strong>g<br />

rates; <strong>in</strong> the w<strong>in</strong>gs was the French Communist<br />

Party, which American policymakers feared<br />

would take power and underm<strong>in</strong>e Western<br />

Europe's defense aga<strong>in</strong>st the USSR.<br />
