One policy thatrlchampioned<br />

was his <strong>in</strong>sistence on rigorous security. S<strong>in</strong>ce the<br />

mid-1960's, the CIAhad been <strong>in</strong>volved directly <strong>in</strong><br />

the J7jSSTB security program. It adm<strong>in</strong>istered<br />

polygraphs to/supplement the Vietnamese<br />

National Police background checks.l'" By the late<br />

1960sDvas runn<strong>in</strong>g a secure program as far<br />

NSA was concerned.122<br />

~romthe beg<strong>in</strong>n<strong>in</strong>g of his tenure <strong>in</strong><br />

1963,L-Jma<strong>in</strong> effort was to fix the haphazard<br />

organization of J7. The 1st Communications<br />

Technical Research Company was reorganized<br />

under the covername of "Unit 15," with an<br />

enlarged table of organization and equipment<br />

(TO&E), Operational control/ottihe unit exclusively<br />

belonged toJ7; equipment supply and<br />

ma<strong>in</strong>tenance were.still the responsibility of the<br />

General StaffsTelecommunications Command.<br />

The COMSEC unit,/the Ist/ Communications<br />

Control Company,/was returned to ,17 and<br />

renamed "Unit 16."/Unit 16 pl'Ovided COMSEC<br />

support to both/the Vietnamese Armed Forces<br />

and other governmental security organs like the<br />

National Police. It did this through a program<br />

that <strong>in</strong>cluded/the monitor<strong>in</strong>g of governmental<br />

communications and the adm<strong>in</strong>ister<strong>in</strong>g of a<br />

COMSECawareness program, Unit 16 also managed-the/grow<strong>in</strong>g<br />

<strong>in</strong>ventory of cryptomaterial<br />

provided by the Americans. With the development<br />

of the low-level VHF <strong>in</strong>tercept teams, and<br />

the addition of a small squadron of U-6A ARDF<br />

aircraft, there was, by 1967 at least, a sense of<br />

controlled expansion, even if, as we have seen,<br />

technical ability and competence were uneven.<br />

liked to th~, perhaps too big for what J7<br />

realistically could perform. This tendency for<br />

overreach<strong>in</strong>g plans was.also a weakness, often<br />

dilut<strong>in</strong>g efforts at expansion. For example, <strong>in</strong><br />

1967 he developed a plan to establish a nationallevel<br />

SIGINT organization similar to NSA. He<br />

envisioned a national SIGINT capability that<br />

could provide the ARVN military with American<br />

DSU-like tactical support units, as well as a<br />

strategic signals <strong>in</strong>telligence effort aga<strong>in</strong>st North<br />

Vietnam and other targets <strong>in</strong> Southeast Asia. This<br />

national organization would also be responsible<br />

for all COMSEC concerns, <strong>in</strong>clud<strong>in</strong>g the <strong>in</strong>digenous<br />

development, production, and field<strong>in</strong>g of<br />

cryptomaterial and crypto-equipment.<br />

frst approached the Americans<br />

with this idea <strong>in</strong> the fall of 1967 while he was <strong>in</strong><br />

the United States on a tour of both V<strong>in</strong>t Hill<br />

Farms Field Station (YHFS), Virg<strong>in</strong>ia, and Fort<br />

Devens, Massachusetts, the tra<strong>in</strong><strong>in</strong>g center for<br />

the ASA. (Ironically, DIRNSA was reluctant to<br />
