questions would give the staffs <strong>in</strong> MACV and the<br />

ARVN Jo<strong>in</strong>t General Staff (JGS), as well as planners<br />

<strong>in</strong> Wash<strong>in</strong>gton, an <strong>in</strong>sight <strong>in</strong>to communist<br />

strength and maybe even help div<strong>in</strong>e Hanoi's<br />

<strong>in</strong>tentions. M<strong>in</strong>imally, know<strong>in</strong>g the trail system<br />

and how it functioned would allow for appropriate<br />

<strong>in</strong>terdiction plans to be formulated. Yet, for<br />

the longest time, this <strong>in</strong>sight eluded the best<br />

efforts of American and South Vietnamese <strong>in</strong>telligence<br />

agencies, <strong>in</strong>clud<strong>in</strong>g their respective SIGINT<br />

mISSIOns.<br />

(TEll/ElI) Throughout the preced<strong>in</strong>g sections<br />

of this chapter, much use has been made of SIG­<br />

INf reports and technical <strong>in</strong>formation to expla<strong>in</strong><br />

the orig<strong>in</strong>s and subsequent operations of the first<br />

four years of the supply and <strong>in</strong>filtration complex<br />

from North Vietnam <strong>in</strong>to South Vietnam.<br />

Foremost among the <strong>in</strong>sights derived from SIG­<br />

INT was the establishment of Hanoi's role <strong>in</strong> the<br />

I<strong>in</strong>surrection <strong>in</strong> the south·1<br />

(TS//SI) However, for the first several years<br />

dur<strong>in</strong>g the American <strong>in</strong>volvement, SIGINT's.contribution<br />

to the <strong>in</strong>filtration problem was fraught<br />

with seriously delimit<strong>in</strong>g restrictions. The <strong>in</strong>formation<br />

it supplied was, at best, episodic and fragmentary,<br />

and seldom timely. It could not supply<br />

any mean<strong>in</strong>gful numbers on the <strong>in</strong>filtration rates<br />

of men and supplies; the identity and roles of the<br />

communist personnel com<strong>in</strong>g down from the<br />

north were only occasional. Worst of all, the<br />

<strong>in</strong>formation was often available/only well after<br />
