allowed to work <strong>in</strong> any fashion <strong>in</strong> either field.<br />

French needs <strong>in</strong> both activities were sufficiently<br />

staffed by personnel drawn from the various<br />

French cryptologic and cryptographic bureaus<br />

headquartered <strong>in</strong> Metropolitan France. French<br />

colonial codes and ciphers were handled by<br />

Frenchmen; a small <strong>in</strong>tercept mission <strong>in</strong><br />

Indoch<strong>in</strong>a was staffed by French military personnel<br />

and supported the colonial adm<strong>in</strong>istrations<br />

under the Third Republic and the collaborationist<br />

regime <strong>in</strong> Vichy between 1940 and 1945. 4<br />

(V) Even as manpower shortages developed<br />

<strong>in</strong> the French colonial cryptographic (and cryptologic)<br />

ranks due to Indoch<strong>in</strong>a's isolation from<br />

France, plans by Vichy and the colonial regime <strong>in</strong><br />

Hanoi to develop a fully staffed and centralized<br />

colonial cryptographic service carried no provision<br />

for the participation <strong>in</strong> the program by any<br />

<strong>in</strong>digenous peoples, <strong>in</strong>clud<strong>in</strong>g Vietnamese."<br />

(V) In contrast to this lack of any real national<br />

Vietnamese COMINT effort, even someth<strong>in</strong>g<br />

nested with<strong>in</strong> the French cryptologic organizations,<br />

there stands the Viet M<strong>in</strong>h experience. In<br />

1941, after defeats <strong>in</strong> Coch<strong>in</strong> Ch<strong>in</strong>a and Tonk<strong>in</strong>,<br />

the Viet M<strong>in</strong>h were forced to retreat <strong>in</strong>to Ch<strong>in</strong>a<br />

where they became politically allied with the<br />

Nationalist Ch<strong>in</strong>ese and the Americans who were<br />

battl<strong>in</strong>g the Japanese. Dur<strong>in</strong>g 1944 and 1945,<br />

possibly as part of the Allied tra<strong>in</strong><strong>in</strong>g program of<br />

Ch<strong>in</strong>ese COMINT personnel, selected Viet M<strong>in</strong>h<br />

were tra<strong>in</strong>ed by the personnel from the V.S.<br />

Navy's cryptologic organization, OP-20-G, to be<br />

<strong>in</strong>tercept operators and analysts."<br />

(V) With<strong>in</strong> a few years of the war aga<strong>in</strong>st the<br />

French, <strong>in</strong> 1948 the Viet M<strong>in</strong>h had created a small<br />

cryptologic bureau, utiliz<strong>in</strong>g captured American<br />

equipment to monitor French communications."<br />

A year later, it was reported to French <strong>in</strong>telligence<br />

that the Viet M<strong>in</strong>h had an <strong>in</strong>tercept center at La<br />

Bang <strong>in</strong> Thai Nguyen prov<strong>in</strong>ce with ten positions<br />

along with a cryptanalytic capability.f<br />

(D) Most of this effort probably had occurred<br />

with m<strong>in</strong>imal help from the neighbor<strong>in</strong>g Ch<strong>in</strong>ese<br />

Communists. By 1950, the <strong>in</strong>flux of aid from<br />

Moscow and Beij<strong>in</strong>g could only <strong>in</strong>crease the Viet<br />

M<strong>in</strong>h's capability. In fact, by late 1951, the French<br />

credited the Viet M<strong>in</strong>h with a sophisticated radio<br />
