could not subvert the agreement." President<br />

Nixon seemed undecided whether to push for an<br />

early conclusion to the agreement. His th<strong>in</strong>k<strong>in</strong>g<br />

on the matter may have been dom<strong>in</strong>ated by the<br />

upcom<strong>in</strong>g presidential elections and the related<br />

concern over the grow<strong>in</strong>g Watergate scandal, a<br />

grow<strong>in</strong>g tumor that would not succumb to any<br />

efforts to eradicate it.<br />

CU) After the presidential election, the United<br />

States resumed negotiations with both North and<br />

South Vietnam. Talks with Thieu produced sixtyn<strong>in</strong>e<br />

changes that he wanted to make to the<br />

Kiss<strong>in</strong>ger-Tho agreement, most of them designed<br />

to restrict the political position of the NLF, force<br />

PAVN troops out of South Vietnam, guarantee<br />

respect for the demilitarized zone, and restrict the<br />

makeup of an <strong>in</strong>ternational conference on the<br />

peace. The United States promised Thieu more<br />

aid and the possibility of bomb<strong>in</strong>g the North if the<br />

latter failed to adhere to the agreement. However,<br />

Nixon warned Thieu that, if Saigon wanted to be<br />

an obstacle to peace, then he would be forced to<br />

consider other alternatives."<br />

possibility that the<br />

United States might<br />

decide to "go it alone"<br />

and cut a deal with<br />

Hanoi for the return of<br />

American prisoners.<br />

Nixon and Kiss<strong>in</strong>ger<br />

both warned Thieu that<br />

Congress had lost the<br />

stomach for the war and<br />

when it reconvened <strong>in</strong><br />

January it just might<br />

cut off all aid.<br />

Saigon's demands and <strong>in</strong>sisted that the United<br />

States stick to the agreement signed <strong>in</strong> the previous<br />

October. In fact, Tho demanded more str<strong>in</strong>gent<br />

conditions on a postwar advisory effort that<br />

could have elim<strong>in</strong>ated all such support. An<br />

impasse had been reached and the adm<strong>in</strong>istration<br />

was split over whom to blame, Hanoi or<br />

Saigon; some officials believed that Kiss<strong>in</strong>ger was<br />

caus<strong>in</strong>g the deadlock."<br />

CU) After talks <strong>in</strong> Paris broke off, Kiss<strong>in</strong>ger<br />

returned to Wash<strong>in</strong>gton. Although he claimed<br />

that the talks had not broken dmVI1, <strong>in</strong> truth there<br />

had been virtually no progress concern<strong>in</strong>g the<br />

sixty-n<strong>in</strong>e changes demanded by Saigon. In mid­<br />

December 1972, the adm<strong>in</strong>istration decided to<br />

renew bomb<strong>in</strong>g the North <strong>in</strong> an operation called<br />

L<strong>in</strong>ebacker II. On December 18, waves of B-52<br />

SAC bombers began raids on North Vietnamese<br />

cities. Complementary strikes were conducted by<br />

tactical Air Force, Navy, and Mar<strong>in</strong>e jets. For<br />

eleven days, with a one-day halt for Christmas,<br />

the Air Force bombers pounded <strong>in</strong>dustrial and<br />

military <strong>in</strong>stallations around all of the North's<br />

major cities. The casualty figures for civilians<br />
