and papers from captured or abandoned vesselsthe<br />

In December 1961, the U.S. navy began <strong>in</strong>terdict<strong>in</strong>g<br />

suspected communist sea traffic. A patrol<br />

l<strong>in</strong>e was established along the seventeenth parallel<br />

and was manned by five ocean-go<strong>in</strong>g<br />

m<strong>in</strong>esweepers supplemented by army and navy<br />

reconnaissance aircraft. The first <strong>in</strong>terdiction<br />

efforts were meant both to <strong>in</strong>fuse the South<br />

Vietnamese Navy with a positive spirit and to<br />

allow the Americans to determ<strong>in</strong>e the extent and<br />

nature ofthe seaborne <strong>in</strong>filtration from the North<br />

the size of the <strong>in</strong>filtration from the north. Admiral<br />

Harry Felt, Commander-<strong>in</strong>-Chief Pacific Fleet<br />

CCINCPACFLT), and other officers felt that only<br />

small-scale, cross-border movement by sampans<br />

was actually tak<strong>in</strong>g place and that the current<br />

<strong>in</strong>terdiction effort was not really useful. 67 At this<br />

stage, the impetus for cont<strong>in</strong>ued patrols came<br />
