The Potsdam conference had divided the region<br />

at the eighteenth parallel, giv<strong>in</strong>g the British occupation<br />

duties to the south and the Nationalist<br />

Ch<strong>in</strong>ese north of the l<strong>in</strong>e. In Saigon, <strong>in</strong> late<br />

September, the British occupation forces, allied<br />

with newly freed French units and aided by<br />

.Japanese troops, drove out the Viet M<strong>in</strong>h elements<br />

<strong>in</strong> Saigon. With<strong>in</strong> a month, regular French<br />

combat units arrived from France under the command<br />

of the war hero, General Philippe LeClerc,<br />

and attacked Viet M<strong>in</strong>h units <strong>in</strong> Coch<strong>in</strong> and<br />

southern Annam. To the North, Ch<strong>in</strong>ese forces,<br />

mov<strong>in</strong>g south to the demarcation l<strong>in</strong>e, settled <strong>in</strong><br />

and <strong>in</strong>dulged <strong>in</strong> an orgy of loot<strong>in</strong>g of the<br />

Vietnamese <strong>in</strong> their occupation zone.<br />

(U) The French Counter Ho<br />

(U) In March 1946, anxious to eject the<br />

Ch<strong>in</strong>ese, Ho cut a deal with the French which<br />

allowed their units <strong>in</strong>to Tonk<strong>in</strong> supplant<strong>in</strong>g the<br />

Ch<strong>in</strong>ese troops. As part of the agreement, the<br />

French promised to adhere to a five-year<br />

timetable of withdrawal lead<strong>in</strong>g to eventual <strong>in</strong>dependence<br />

<strong>in</strong> return for Ho allow<strong>in</strong>g their forces<br />

back to Haiphong and Hanoi. Yet the French<br />

almost immediately reneged on the deal. Dur<strong>in</strong>g<br />

further negotiations between the Vietnamese and<br />

French at Founta<strong>in</strong>ebleau, outside of Paris, <strong>in</strong><br />

.Jl<strong>in</strong>e 1946, the French high commissioner for<br />

Indoch<strong>in</strong>a, Admiral Georges Thierry d'Argenlieu,<br />

unilaterally announced the formation of the<br />

Republic of Coch<strong>in</strong> Ch<strong>in</strong>a, subvert<strong>in</strong>g Ho's position<br />

as leader of all Vietnam.<br />

(D) After d'Argenlieu's announcement, talks<br />

<strong>in</strong> Paris proved fruitless, and Ho returned to<br />

Hanoi. Skirmishes and "<strong>in</strong>cidents" between<br />

French and Viet M<strong>in</strong>h units cont<strong>in</strong>ued <strong>in</strong>to the<br />

fall. On 20 November 1946, a French patrol boat<br />

was fired on by Viet M<strong>in</strong>h troops after it had<br />

stopped a Ch<strong>in</strong>ese junk from southern Ch<strong>in</strong>a<br />

smuggl<strong>in</strong>g ammunition to the Vietnamese.<br />

Fight<strong>in</strong>g spread to other parts of the city." Two<br />

days later, <strong>in</strong> retaliation, French warships shelled<br />

the Vietnamese sections of Haiphong. As many as<br />

6,000 Vietnamese were killed or <strong>in</strong>jured as<br />

French shells fell <strong>in</strong>discrim<strong>in</strong>ately on Vietnamese<br />

residential districts. French forces began to re<strong>in</strong>force<br />

garrisons throughout Annarn and eastern<br />

Tonk<strong>in</strong>. The Viet M<strong>in</strong>h high command prepared<br />

for full hostilities. On December 19, Giap and Ho<br />

ordered general attacks <strong>in</strong> Hanoi, Haiphong, and<br />

a number of other cities and to\\'11S, designed to<br />
