Chapter 9 - (U) The Last Ramparts of Our Conceits: The DGTS,<br />

American SIGINT, and the Fall ofSouth Vietnam, 1973-1975<br />

CD) On 28 January 1973, the Paris Peace<br />

Agreement was signed and the American phase of<br />

the Indoch<strong>in</strong>a War officially ended. It had been a<br />

long and frustrat<strong>in</strong>g road to the agreement. It had<br />

taken a f<strong>in</strong>al air blitz by the United States to force<br />

the f<strong>in</strong>al signatures to the paper. Yet, after all of<br />

that, it rema<strong>in</strong>ed an accord that satisfied no one.<br />

CD) Back <strong>in</strong> August 1972, Henry Kiss<strong>in</strong>ger,<br />

President Nixon's national security adviser,<br />

entered <strong>in</strong>to a series of talks with the chief North<br />

Vietnamese negotiator, Le Due Tho, <strong>in</strong> Paris.<br />

Between stops <strong>in</strong> Paris, Kiss<strong>in</strong>ger would fly to<br />

Saigon to try to conv<strong>in</strong>ce President Thieu to<br />

accept whatever deal he could cut with Tho. In<br />

early October, mostly on his own and without<br />

Nixon's approval, Kiss<strong>in</strong>ger had hammered out<br />

an agreement with Tho. It conta<strong>in</strong>ed a cease-fire<br />

for Vietnam, but not for Laos or Cambodia, and<br />

called for the return of prisoners from both sides.<br />

The United States agreed to pull all of its rema<strong>in</strong><strong>in</strong>g<br />

troops out of<br />

Vietnam. However,<br />

the North<br />

Vietnamese could<br />

keep their troops<br />

<strong>in</strong> South Vietnam,<br />

and agreed to not<br />

re<strong>in</strong>force them.<br />

This was Wash<strong>in</strong>gton's<br />

major<br />

concession to<br />

Hanoi. In turn,<br />

Hanoi agreed to<br />

allow President<br />

Thieu to cont<strong>in</strong>ue<br />

to rule <strong>in</strong> Saigon.<br />

However, Thieu<br />

had to acknowledge<br />

the communist<br />
