one-half million Japanese troops were mired <strong>in</strong><br />

Ch<strong>in</strong>a, and no end to the fight<strong>in</strong>g was <strong>in</strong> sight.<br />

Jiang Jieshi refused to surrender, and the war<br />

was bleed<strong>in</strong>g Japan dry f<strong>in</strong>ancially.<br />

CU) Desperate to achieve a military solution <strong>in</strong><br />

the Ch<strong>in</strong>ese ma<strong>in</strong>land, Japan looked southward<br />

to implement effective <strong>in</strong>direct measures. The<br />

Japanese believed they needed to isolate Ch<strong>in</strong>a<br />

from outside support and one of the major supply<br />

l<strong>in</strong>es for Jiang's forces was through French<br />

Indoch<strong>in</strong>a, specifically the Haiphong to Yunnan<br />

railway. Although the ,Japanese had been compla<strong>in</strong><strong>in</strong>g<br />

to Paris about the route as far back as<br />

1937, beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> 1939 the Japanese began to<br />

apply direct political and diplomatic pressure on<br />

France to close the supply l<strong>in</strong>e." Almost as if to<br />

emphasize its determ<strong>in</strong>ation to threaten<br />

Indoch<strong>in</strong>a, <strong>in</strong> February 1939 Japan occupied<br />

Ha<strong>in</strong>an Island. In December, Japanese troops<br />

were station<strong>in</strong>g themselves across the border <strong>in</strong><br />

Guangxi (Kwangsi) Prov<strong>in</strong>ce.<br />

(U)With France's surrender <strong>in</strong> July 1940 and<br />

the subsequent formation of the Vichy collaborationist<br />

regime, Indoch<strong>in</strong>a was now militarily isolated<br />

and a target for further Japanese expansion.<br />

In September 1940, the ,Japanese, us<strong>in</strong>g the pretext<br />

of assur<strong>in</strong>g a complete shutdown of the<br />

Indoch<strong>in</strong>ese avenues of war supply to Jiang,<br />

occupied Tonk<strong>in</strong>, establish<strong>in</strong>g a military regime.<br />

Japanese forces landed <strong>in</strong> Haiphong harbor and<br />

crossed the Tonk<strong>in</strong>ese border and overran the<br />

French border forts, even massacr<strong>in</strong>g some of the<br />

French defenders who had resisted at one of<br />

them. The French colonial adm<strong>in</strong>istration, under<br />

Governor-General Admiral Jean Decoux. was<br />

allowed to ma<strong>in</strong>ta<strong>in</strong> <strong>in</strong>ternal order, but the<br />

Japanese had, for practical purposes, usurped the<br />

French position. In .Iune 1941, the Japanese occupied<br />

the rema<strong>in</strong>der of southern Indoch<strong>in</strong>a, partly<br />

as a security measure, but also to establish bases<br />

for the planned military attacks <strong>in</strong>to British<br />

Malaya and the Netherlands East Indies.!" The<br />

United States responded to the southern occupation<br />

by cutt<strong>in</strong>g off oil exports to Tokyo and thereby<br />

sett<strong>in</strong>g <strong>in</strong> motion the events lead<strong>in</strong>g to 7<br />

December 1941.<br />
