Vietnamese border region.<br />

('f~//~I) The test<strong>in</strong>g of the Hammock system<br />

started <strong>in</strong> late October 1965. A s<strong>in</strong>gle-channel<br />

pr<strong>in</strong>ter communications l<strong>in</strong>k between the AFSS<br />

<strong>in</strong>tercept site at Danang and the Air Force's<br />

Control and Report<strong>in</strong>g Post (CRP) at Monkey<br />

Mounta<strong>in</strong> was set up and secured us<strong>in</strong>g a KW-26<br />

(Romulus) encryption device. Dur<strong>in</strong>g the test, the<br />

KW-26 proved to be too slow, so a KY-8 (Nestor)<br />

secure voice l<strong>in</strong>k was set up. A cross-tell l<strong>in</strong>k was<br />

set up with the 7th Fleet carriers <strong>in</strong> the Gulf<br />

of Tonk<strong>in</strong> so that the warn<strong>in</strong>gs could be passed to<br />

the navy's air controller known as Red Crown,<br />

The <strong>in</strong>itial test results appeared to be good<br />

and everyone was enthusiastic about the possibilities.<br />

(TS//Si) However, dur<strong>in</strong>g the tests the NRV<br />

suggested that the 7th AF Tactical Air Control<br />

Center (TACC) at Tan Son Nhut Air Base should<br />

receive the same data from the Air Force SIGINT<br />

site at Danang. This led to a duplicative effort <strong>in</strong><br />

which Tan Son Nhut and Monkey Mounta<strong>in</strong><br />

received separate plots from Danang. In some<br />

cases, the <strong>in</strong>formation was different, such as<br />

when Tan Son Nhut received MiG warn<strong>in</strong>gs while<br />

the Monkey Mounta<strong>in</strong> CRP got border plots.<br />

Dur<strong>in</strong>g crucial activities, such as shootdowns, the<br />

Danang analysts would f<strong>in</strong>d themselves report<strong>in</strong>g<br />

to both stations, not certa<strong>in</strong> if the <strong>in</strong>formation<br />

could be processed and passed along."<br />

ffS//SI) Also, the system was <strong>in</strong>herently<br />

slow. Manually convert<strong>in</strong>g the North Vietnamese<br />

tracks, which themselves could be m<strong>in</strong>utes old,<br />

took time to complete. Pass<strong>in</strong>g the data to both<br />

the TACC and CRP slowed it down even more.<br />

The warn<strong>in</strong>gs could take anywhere from twelve to<br />

thirty m<strong>in</strong>utes to reach the pilots. Added to this,<br />

the warn<strong>in</strong>gs were passed to the pilots over their<br />

communications guard channel, which already<br />

was close to overload. Warn<strong>in</strong>gs would be transmitted,<br />

but <strong>in</strong> the confusion and clutter of radio<br />

communications, they could get missed or<br />

ignored. So it was <strong>in</strong> April 1966 that an F-105 was<br />

shot down well after a Hammock warn<strong>in</strong>g was<br />

passed twice over the guard channel."<br />

(TSI/SO However, it was an <strong>in</strong>ternational<br />

<strong>in</strong>cident which f<strong>in</strong>ally forced changes to the clumsy<br />

procedures <strong>in</strong> the Hammock warn<strong>in</strong>g system.<br />

On 8 May 1966, four Air Force EB-66 Electronic<br />

Warfare aircraft, escorted by four F-4C fighters,<br />

strayed <strong>in</strong>to Ch<strong>in</strong>ese Communist air space near<br />

the town of Lao Kay. Beg<strong>in</strong>n<strong>in</strong>g early that morn<strong>in</strong>g,<br />

the SIGINT mission at Danang sent seven<br />

messages to the CRP at Monkey Mounta<strong>in</strong> warn<strong>in</strong>g<br />

of the impend<strong>in</strong>g border cross<strong>in</strong>g. The CRP,<br />

<strong>in</strong> turn, tried to relay the messages to the designated<br />

ACRP mission, the Navy's Big Look (EC­<br />

121M), supposedly fly<strong>in</strong>g <strong>in</strong> the Gulf of Tonk<strong>in</strong>.<br />

But the Big Look mission had been scrubbed that<br />

day, possibly for lack of fighter support, so the<br />

warn<strong>in</strong>gs went nowhere. The Report<strong>in</strong>g Post also<br />

tried to pass the warn<strong>in</strong>gs via the Navy's Red<br />

Crown platform, but no one could confirm that<br />

the warn<strong>in</strong>gs had been sent. 4 6<br />

(TS/!SI) In reaction to the border <strong>in</strong>trusion,<br />

the Ch<strong>in</strong>ese scrambled four MiG-17s to <strong>in</strong>tercept<br />

the errant flight. A dogfight took place and one<br />

MiG was shot down, crash<strong>in</strong>g seventeen miles<br />

<strong>in</strong>side the Ch<strong>in</strong>ese border. Beij<strong>in</strong>g officially compla<strong>in</strong>ed<br />

of a border violation and threatened to<br />

widen the war. They released pictures of the<br />

wreckage and of the F-4s' auxiliary fuel tanks <strong>in</strong><br />

Ch<strong>in</strong>ese territory. The Air Force claimed that they<br />

had never strayed over the border.<br />
