The Embattled President<br />

(0) In June 1954, <strong>in</strong> the midst of the Geneva<br />

talks, Ngo D<strong>in</strong>h Diem had been persuaded by Bao<br />

Dai to take the re<strong>in</strong>s of the <strong>in</strong>fant government <strong>in</strong><br />

Saigon. Born <strong>in</strong> 1901, Diem was a strong nationalist<br />

who had been <strong>in</strong>volved <strong>in</strong> Japanese-<strong>in</strong>spired<br />

plots aga<strong>in</strong>st the French colonial regime dur<strong>in</strong>g<br />

World War 11.: 3 Austere, isolated, imbued with a<br />

religious <strong>in</strong>tensity honed by years of self-imposed<br />

exile <strong>in</strong> various Catholic monasteries around the<br />

world, <strong>in</strong>clud<strong>in</strong>g the Maryknoll Sem<strong>in</strong>ary <strong>in</strong><br />

Lakehurst, New Jersey, Diem had come to the<br />

attention of American politicians through his<br />

relationship with the American Catholic Card<strong>in</strong>al<br />

of New York, Francis Spellman. Spellman <strong>in</strong>troduced<br />

him to such figures as John F. Kennedy,<br />

Mike Mansfield, John Foster Dulles, and Henry<br />

Luce.<br />

(rSl/St) Diem had to struggle<br />

to establish himself <strong>in</strong> the face of a<br />

variety of opponents. However, by<br />

the time of the first RVN elections<br />

<strong>in</strong> October 1955, <strong>in</strong> which Diem<br />

received 98.2 percent of the votes,<br />

<strong>in</strong>clud<strong>in</strong>g one-third more votes<br />

than registered voters <strong>in</strong> Saigon, he<br />

had consolidated his position<br />

as president of the fledgl<strong>in</strong>g<br />

Vietnamese republic. In the process<br />

of assum<strong>in</strong>g power, Diem forced<br />

Bao Dai f<strong>in</strong>ally to abdicate his position<br />

as head of state. Bao Dai would<br />

go <strong>in</strong>to exile, but never quite went<br />

away from the political scene <strong>in</strong><br />

Saigon.I<br />

(0) Yet,from the beg<strong>in</strong>n<strong>in</strong>g, achiev<strong>in</strong>g control<br />

<strong>in</strong> Saigon was no certa<strong>in</strong>ty for Diem. In mid-1954,<br />

Diem's appo<strong>in</strong>tment by Bao Dai seemed to act as<br />

a signal for the start of a number of plots and<br />

potential coups by various players and groups <strong>in</strong><br />

the Saigon scene. With<strong>in</strong> a month of Diem's<br />

appo<strong>in</strong>tment, the Vietnamese National Army<br />

(VNA) chief of staff, General Nguyen Van H<strong>in</strong>h,<br />

made moves to put and keep Diem under his control.<br />

In one <strong>in</strong>stance, he stationed army tanks a<br />

few blocks from the presidential palace - for his<br />

"protection" aga<strong>in</strong>st the forces of the notorious<br />

B<strong>in</strong>h Xuyen crim<strong>in</strong>al syndicate as H<strong>in</strong>h<br />

expla<strong>in</strong>ed. H<strong>in</strong>h went about Saigon boast<strong>in</strong>g of<br />

his connections with the various religious sects<br />

and the B<strong>in</strong>h Xuyen crim<strong>in</strong>al syndicate, and how<br />

they all would form a government to succeed the<br />

barely arrived Diem. 5<br />

(0) This <strong>in</strong>itial CrISIS was resolved <strong>in</strong><br />

November when Bao Dai ordered General H<strong>in</strong>h<br />
