CD) On 26 March, when the group reported to<br />

President Johnson, they recommended aga<strong>in</strong>st<br />

Westmoreland's troop <strong>in</strong>crease. Furthermore,<br />

they suggested it was time to beg<strong>in</strong> disengag<strong>in</strong>g<br />

from Vietnam. Their recommendations were seconded<br />

by a special Department of Defense study<br />

which saw no end to the conflict, even with all of<br />

the re<strong>in</strong>forcements demanded by Westmoreland.<br />

It is likely that the assessment from the Wise Men<br />

heavily <strong>in</strong>fluenced President Johnson's decision<br />

to seek to negotiate nezoti a way out 0 f the war. 206<br />

CD) On 31 March, President Johnson<br />

announced a partial cessation to the bomb<strong>in</strong>g of<br />

North Vietnam and his desire to open negotiations<br />

with Hanoi. He also shocked the nation by<br />

announc<strong>in</strong>g his refusal to seek reelection. In a<br />

way, the course of the war had turned a corner;<br />

but gett<strong>in</strong>g out would be a long and bloody affair.<br />
