(U) Prelude: Indoch<strong>in</strong>a Before 1950<br />

(U) Background<br />

(U) The Indoch<strong>in</strong>a pen<strong>in</strong>sula extends south<br />

from the Ch<strong>in</strong>ese landmass like a pendulous<br />

bulge. The coastl<strong>in</strong>e of Vietnam twists <strong>in</strong> a great<br />

S-curve extend<strong>in</strong>g south from the Tonk<strong>in</strong> region<br />

along the coastal areas of Annam and Coch<strong>in</strong><br />

before it heads west to Cambodia. Indoch<strong>in</strong>a is<br />

divided by two great river<strong>in</strong>e systems. To the<br />

north is the Red River, which beg<strong>in</strong>s <strong>in</strong> southern<br />

Ch<strong>in</strong>a and then runs straight like a spear southeast<br />

through the dolomite ranges and green.<br />

Tonk<strong>in</strong> <strong>in</strong> French) before it runs <strong>in</strong>to the Gulf of<br />

Tonk<strong>in</strong>. Also orig<strong>in</strong>at<strong>in</strong>g <strong>in</strong> southern Ch<strong>in</strong>a, from<br />

a po<strong>in</strong>t not too far from that of the Red River. is<br />

the Mekong, one of the most impressive rivers of<br />

the world. Like the mythical Anaconda. which<br />

aborig<strong>in</strong>al legend claimed the river was. the<br />

Mekong snakes its way south through the highlands<br />

and mist-filled valleys of pre-sent-day<br />

Myanmar (Burma) and Laos be-fore hook<strong>in</strong>g east<br />

below the Pla<strong>in</strong> Des .Iarres and the Plateau des<br />

Bolovens form<strong>in</strong>g the boundary between Laos<br />

and Thailand. Then it dips south through the land<br />

of the Khmer. Cambodia. jo<strong>in</strong><strong>in</strong>g with the<br />

Cambodian rivers that dra<strong>in</strong> the great wetland<br />

and lake district of its <strong>in</strong>terior. F<strong>in</strong>ally, the<br />

Mekong empties out on the alluvial delta of<br />

Coch<strong>in</strong> Ch<strong>in</strong>a <strong>in</strong> southern Vietnam before roll<strong>in</strong>g<br />

<strong>in</strong>to the South Ch<strong>in</strong>a Sea. Although these two<br />

delta systems account for only 2,1) percent of the<br />

Vietnam's area, over five-sixths of the ethnic<br />

Vietnamese pe-ople live on them,<br />

(e) The region is further divided by mounta<strong>in</strong><br />

and plateau ranges which rise rapidly from the<br />

coastal areas, So dense and <strong>in</strong>accessible are these<br />

upland regions that after 1975. three previously<br />

unknown species of the family Cervidae (deer and<br />

elk) have been discovered there. TIlt' mounta<strong>in</strong>s<br />

and plateau!' are home to Indoch<strong>in</strong>a's multitude<br />

of tribal groups such as the TaL Muong, Meo, and<br />

others. often grouped under the general head<strong>in</strong>g<br />

the French used to categorize them.<br />

Montagnards. Re-sistant to central authority.<br />

whether it be Ch<strong>in</strong>ese. French. .Iapanesc. or<br />

Vietnamese governments <strong>in</strong> Hanoi 01' Saigon.<br />

these groups would become useful allies to various<br />

warr<strong>in</strong>g factions. In 1941, the first military<br />

units of the Viet M<strong>in</strong>h were almost exclusively<br />

drawn from the Nung tribe of northern Tonk<strong>in</strong>.<br />

Later, dur<strong>in</strong>g the French phase of the war. some<br />

divisions of the Viet M<strong>in</strong>h, notably the :~16th and<br />

3:{,I)th. wert' made up almost wholly of<br />

Montagnard tribes <strong>in</strong>clud<strong>in</strong>g the .Iarui and Hre, I<br />

The French would use T'ai and Meo tribesmen to<br />

form anti-Viet M<strong>in</strong>h guerrilla units <strong>in</strong> Laos. Dur<strong>in</strong>g<br />

the 1960s. American Special FOI't'('S and CIA<br />

advisors would rely almost entirely on Moo,<br />

Hmong, and other Laotian tribesmen to battle<br />

Pathet Lao and North Vietnamese units <strong>in</strong> the<br />

disputed Pla<strong>in</strong> des .Iarres region of central Laos.<br />

(U) Often history is written <strong>in</strong> terms of geography,<br />

:\Iany small countries have their dest<strong>in</strong>ies<br />

def<strong>in</strong>ed by the proximate large country. So it was<br />

for Vietnam (and the rest of Indoch<strong>in</strong>a to a lesser<br />

degree); its fate lay with the encroachments, both<br />

politically and culturally, across its northern hordel'<br />

by an expansionist Ch<strong>in</strong>a,<br />

(C) Follow<strong>in</strong>g the arrival of Ch<strong>in</strong>ese troops.<br />
