CU) Acts of political terrorism and armed<br />

attacks on ARVN outposts and units <strong>in</strong>creased<br />

steadily from 1957 to 1959. Most of the activity<br />

was <strong>in</strong> the region to the northwest and southwest<br />

of Saigon - traditional communist strongholds <strong>in</strong><br />

directed at vulnerable targets: isolated government<br />

teams would be wiped out, and village and<br />

prov<strong>in</strong>cial officials appo<strong>in</strong>ted by Diem would be<br />

assass<strong>in</strong>ated. Some spectacular military actions<br />

occurred <strong>in</strong> mid-1958 at the Michel<strong>in</strong> and M<strong>in</strong>h<br />

Thanh Rubber Plantations which demonstrated<br />

ARVN's <strong>in</strong>ability to match the communist's combat<br />

effectiveness.V In .Iuly 1958, the American<br />

embassy observed that "<strong>in</strong> many remote areas,<br />

the central government has no effective control.,,33<br />

CU) With the implementation of Hanoi's new<br />

policy <strong>in</strong> May 1959, communist activity <strong>in</strong> the<br />

south <strong>in</strong>creased exponentially. Assass<strong>in</strong>ations of<br />

officials and lead<strong>in</strong>g citizens doubled <strong>in</strong> the last<br />

half of 1959 compared to the first half.<br />

mark on the membership of the Viet Congo Yet,<br />

the true measure of this policy lay <strong>in</strong> the grow<strong>in</strong>g<br />

disaffection throughout the country for Diem's<br />
