DRVaircraft to the warn<strong>in</strong>g system. There was an<br />

air defense capability which <strong>in</strong>cluded the AAA<br />

force, and the SA-2 surface-to-air-missile system<br />

which arrived <strong>in</strong> the DRV <strong>in</strong> the spr<strong>in</strong>g of 1965.<br />

F<strong>in</strong>ally, there was the capability to control jet<br />

fighter aircraft.<br />

(S//Sf) It was the Gulf of Tonk<strong>in</strong> crisis that<br />

spurred a dramatic <strong>in</strong>crease <strong>in</strong> the nature and<br />

activities of Hanoi's air defense. Most notable was<br />

the arrival of first jet aircraft <strong>in</strong>to its operational<br />

air force <strong>in</strong>ventory. With<strong>in</strong> two days of the crisis,<br />

thirty-six Ch<strong>in</strong>ese MiG-IS (FAGOT) and MiG-17<br />

(FRESCO)jets arrived at Phuc Yen airfield. These<br />

probably were flown <strong>in</strong> by Ch<strong>in</strong>ese pilots.<br />

However, two weeks later, Vietnamese pilots<br />

were tak<strong>in</strong>g the jets up for familiarization and<br />

tra<strong>in</strong><strong>in</strong>g flights.<br />

E~//~I) The second result of the Gulf of<br />

Tonk<strong>in</strong> crisis was the establishment of an air<br />

warn<strong>in</strong>g liaison network between the Ch<strong>in</strong>ese and<br />

Vietnamese systems. Two communications l<strong>in</strong>ks<br />

were set up: Hanoi to Kuangchou on 2<br />

September 1964, and Hanoi to K'unm<strong>in</strong>g on 10<br />

September. This liaison net provided coverage<br />

over the area of Ha<strong>in</strong>an Island, the Gulf of<br />

Tonk<strong>in</strong>, the DRV, and Laos<br />

Hanoi with over 150 radar sites, almost 150 SA-2<br />

sites (though not all were active), some 8,000<br />

AAA weapons of all calibers, and 105 MiG-17s and<br />

MiG-21s (Fishbed), though usually anywhere<br />

from a third to half of the fighters were based at<br />

Ch<strong>in</strong>ese airfields.<br />

C:~//8I) The Air Defense Headquarters at Bac<br />

Mai Airfield was the senior command for North<br />

Vietnam's air defense operations. It operated<br />

under the General Staff of the People's Army of<br />

Vietnam (PAVN). The Air Defense Headquarters<br />

worked closely with the North Vietnamese Air<br />

Force Headquarters also at Bac Mai, and many of<br />

the operations of the two headquarters were<br />

closely <strong>in</strong>tegrated. This <strong>in</strong>tegration was completed<br />

by January 1966 when the ma<strong>in</strong>l<strong>in</strong>e high frequency<br />

facilities of all command elements<br />

employed a common signals operat<strong>in</strong>g plan."<br />

9//8I) At the heart of Hanoi's system were<br />

two sections: the Air Situation Center and the Air<br />

Weapons Control Staff. The Air Situation Center<br />

received and processed air defense <strong>in</strong>formation<br />

from its own and Ch<strong>in</strong>ese Communist air surveillance<br />

networks. It issued advisories to the Air<br />

Weapons Control Staff and other parts of the air<br />

defense system. This same <strong>in</strong>formation would be<br />

passed to the Ch<strong>in</strong>ese Communist air defense system<br />

via the liaison l<strong>in</strong>ks established <strong>in</strong> 1964.<br />

(S//SI) As the air war progressed,<br />

the North Vietnamese<br />

kept improv<strong>in</strong>g and add<strong>in</strong>g to their<br />

air defense systemvBy 1967-68,<br />

the system was manned by about<br />

110,000 personnel, of whom 90<br />

percent were/<strong>in</strong> the air surveillance,<br />

missile, and flak units.<br />
