"technical means." Similarly. American cryptologists<br />

had to ref<strong>in</strong>e their techniques and processes<br />

to meet the Vietnamese countermeasures. Like all<br />

history. the story ofSIGINT dur<strong>in</strong>g the Indoch<strong>in</strong>a<br />

War is one of constant evolution. 'I11t' longer the<br />

time we take under consideration. the better the<br />

dynamics can be understood.<br />
