adoption and gradual expansion of modern voice<br />

communications systems with<strong>in</strong> the North<br />

Vietnamese military command and control system<br />

allowed Hanoi to transmit more <strong>in</strong>formation<br />

<strong>in</strong> a faster manner. Yet, these voice communications<br />

led to a substantial <strong>in</strong>crease <strong>in</strong> vulnerability<br />

of Hanoi's communications to Allied SIGINT<br />

exploitation. For, <strong>in</strong> the search for speedier ways<br />

to pass along logistics <strong>in</strong>formation from station to<br />

station, Hanoi began us<strong>in</strong>g simpler cryptosystems.<br />

(T8//81) The first ch<strong>in</strong>k <strong>in</strong> the communists'<br />

communications security armor occurred <strong>in</strong> May<br />

1967, when a communications group serv<strong>in</strong>g<br />

Rear Service entities <strong>in</strong> the A Shau Valleywas first<br />

detected us<strong>in</strong>g unsecured voice communications.<br />

This group's net, which consisted of a high frequency<br />

(HF, 3-30 MHz) voice system us<strong>in</strong>g an<br />

I Ito pass messages,<br />

belonged to an entity serv<strong>in</strong>g Rear Services units<br />

<strong>in</strong> the valley responsible for road security, air<br />

defense, and manpower transportation. A month<br />

later, this net was firmly. associated with<strong>in</strong> the<br />

command and control structure of the 559th. 9 6<br />

major breakthrough aga<strong>in</strong>st <strong>in</strong>filtration communications,<br />

but it po<strong>in</strong>ted the way/for further<br />

exploitation of other voice nets, someth<strong>in</strong>g<br />

American cryptologists had been after s<strong>in</strong>ce they<br />

first arrived <strong>in</strong> South Vietnam.<br />

(T8//8I) From the earliest days of the arrival<br />

of the ASA cont<strong>in</strong>gent at Tan Son Nhut <strong>in</strong> 1961,<br />

<strong>in</strong>tercept of communist .voice communications<br />

had been one of the primary targets for American<br />

cryptologists. (See Chapter 4, pages 140-142,for<br />

more on the voice <strong>in</strong>tercept missien.) An early<br />

str<strong>in</strong>g of very high frequency (VHF, 30-300 MHz)<br />

voice <strong>in</strong>tercept test sites had been established<br />

near the ASA <strong>in</strong>tercept site at Phu Bai, but they<br />

failed to collect any such signals through 1964. It<br />

(8//81) Once detected, the American <strong>in</strong>tercept<br />

and process<strong>in</strong>g of voice communications<br />

from the DRV mushroomed <strong>in</strong>to a large-scale<br />

operation, <strong>in</strong>volv<strong>in</strong>g the cryptologic elements<br />

from all three services. The <strong>in</strong>tercept bounty was<br />

so great that the Vietnamese l<strong>in</strong>guists from the<br />

American cryptologic service elements (ASA,<br />

AFSS, NSG/Mar<strong>in</strong>es) simply soon were overwhelmed.<br />

A program utiliz<strong>in</strong>g native Vietnamese<br />

speakers, with the covername of Dancers, was<br />

started to try to fill the gap. (See Chapter 8, pages<br />

381-382, for more on the DANCER program.)<br />

Yet, most of this <strong>in</strong>tercepted HF voice was that of<br />

Hanoi's air defense network and revealed virtually<br />

noth<strong>in</strong>g about the <strong>in</strong>filtration.<br />

(8//81) It was not until October 1967 that the<br />

breakthrough occurred that allowed for the<br />

<strong>in</strong>sight <strong>in</strong>to the <strong>in</strong>filtration problem that the<br />

American cryptologists had been seek<strong>in</strong>g for<br />

about three years. In October 1967, an RC-130<br />

ACRP flight (Commando Lance) <strong>in</strong>tercepted Low<br />

Very High Fre uenc (LVHF) voice communications<br />

network,<br />

Vietnamese voice communications, this network<br />

also used a cryptosystem for pass<strong>in</strong>g messages<br />
