Vietnamese culture on these groups. Saigonappo<strong>in</strong>ted<br />

officials reflected the typical air of<br />

superiority towards the Montagnard, referr<strong>in</strong>g to<br />

them as "savages." Few Montagnard were<br />

allowed to attend schools; where there were<br />

schools available to them, courses were taught<br />

solely <strong>in</strong> Vietnamese.<br />

(D) In 1957, Saigon further alienated the<br />

Montagnard by relocat<strong>in</strong>g 210,000 ethnic<br />

Vietnamese from the coastal areas <strong>in</strong>to fortified<br />

villages on traditionally tribal lands. In 1959,<br />

Diem authorized the transfer of the Montagnard<br />

<strong>in</strong>to similar towns often consolidat<strong>in</strong>g a number<br />

of different tribes <strong>in</strong>to s<strong>in</strong>gle camps, a practice<br />

that could only lead to further strife.<br />
