paid to various Vietnamese officials, <strong>in</strong>clud<strong>in</strong>g<br />

Bao Dai. Like the others, it also operated a private<br />

army, this one number<strong>in</strong>g about 3.500 men.<br />

(U) Dur<strong>in</strong>g the Franco-Vietnamese phase of<br />

the Indoch<strong>in</strong>a War, the French, seek<strong>in</strong>g additional<br />

support for their objectives dur<strong>in</strong>g the war with<br />

the Viet M<strong>in</strong>h, had patronized all three groups<br />

with special favors and bribes, In the process,<br />

these groups were allowed to build up their 0\'\11<br />

private, well-armed military forces with which<br />

they ruled sizable areas of territory. Anxious to<br />

ma<strong>in</strong>ta<strong>in</strong> their privileged positions, vis-a-vis the<br />

government <strong>in</strong> Saigon, these groups became<br />

sources of opposition and <strong>in</strong>trigue aga<strong>in</strong>st Diem.<br />

(U) The threat to Diem from the sects and the<br />

B<strong>in</strong>h Xuyen syndicate came together <strong>in</strong> early<br />

March 1955 when the leaders ofthe t\VO sects and<br />

the crim<strong>in</strong>al syndicate formed the United Front of<br />

Nationalist Forces and issued a manifesto<br />

demand<strong>in</strong>g the formation of a new national government.<br />

When the Geneva Accords had been<br />

signed, all three groups had seen their subsidies<br />

from the French end. They were fearful of los<strong>in</strong>g<br />

their private armies, which were their rema<strong>in</strong><strong>in</strong>g<br />

power base, to Saigon's plan to <strong>in</strong>tegrate these<br />

forces <strong>in</strong>to the new Vietnamese National Army.<br />

In this crisis. Diem was advised by the Americans<br />

and French representatives <strong>in</strong> Saigon to negotiate<br />

with the three groups. Diem refused. The<br />

American special delegate to Diem, General .J.<br />

Lawton Coll<strong>in</strong>s, was angered by Diem's stubborn<br />

stand and advised Wash<strong>in</strong>gton that, as a result of<br />

his <strong>in</strong>transigence, Diem could fall. Diem, angered<br />

by the American failure to back him aga<strong>in</strong>st the<br />

sects, turned to his family and the shadowy CIA<br />

official, General Edward Lansdale. for help."<br />

(U) Diem subverted the two religious sects<br />

through a policy of bribery and persuasion; most<br />

of their generals and warlords "rallied" to Diem<br />

along with their private forces. The B<strong>in</strong>h Xuyen<br />

crim<strong>in</strong>al syndicate rema<strong>in</strong>ed alone <strong>in</strong> its opposition.<br />

Unable to tolerate their defiance, which<br />

<strong>in</strong>cluded sporadic attacks aga<strong>in</strong>st VNAtroops. on<br />

28 April Diem ordered his units to wipe out the<br />

B<strong>in</strong>h Xuyen strongholds <strong>in</strong> the Cholon section of<br />

Saigon. Heavy fight<strong>in</strong>g <strong>in</strong> the city lasted for<br />

almost a week; even the presidential palace was<br />

shelled by the B<strong>in</strong>h Xuyen, By 2 May, the S<strong>in</strong>h<br />
