The Christmas bomb<strong>in</strong>g exposed the political rift<br />

that had been develop<strong>in</strong>g for some time <strong>in</strong> the<br />

ranks of the U.S. Air Force crews and pilots.In<br />

some <strong>in</strong>stances, regular SACcrews refused to fly.<br />

Captured pilots were paraded by the Vietnamese<br />

before the <strong>in</strong>ternational press and made statements<br />

confirm<strong>in</strong>g some of Hanoi's claims. Morale<br />

suffered from the unexpectedly high attrition rate<br />

of attack<strong>in</strong>g aircraft."<br />

ES//SI) The political fissures caused by the<br />

Christmas bomb<strong>in</strong>g reached <strong>in</strong>to the ranks of the<br />

USAFSS personnel at two <strong>in</strong>tercept sites that<br />

Iwere provid<strong>in</strong>g support to the bomb<strong>in</strong>gI I<br />

the 6994th at the 7th RRFS <strong>in</strong> Thailand. At both<br />

sites, some Security Service <strong>in</strong>tercept operators<br />

began work stoppages to protest the bomb<strong>in</strong>g.<br />

These stoppages entailed the use of the so-called<br />

"nil heard" tactic whereby the <strong>in</strong>tercept operator<br />

would claim that he could not hear the transmission<br />

of the station he was assigned to copy.<br />

Traditionally, the practice, which had achieved<br />

someth<strong>in</strong>g of folklore status among <strong>in</strong>tercept<br />

operators of all three cryptologic services, was<br />

employed to protest work<strong>in</strong>g conditions, whether<br />

it be poor food, overbear<strong>in</strong>g supervisors, and so<br />

on. However, what happened to the two air force<br />

units was someth<strong>in</strong>g new - the "nil heard" used<br />

as political protest.<br />

ES//SI) At Udorn, some <strong>in</strong>tercept operators of<br />

the 6994th refused to copy North Vietnamese air<br />

defense flight track<strong>in</strong>g messages. At first, army<br />

collectors were substituted on the affected <strong>in</strong>tercept<br />

positions. This situation lasted for about<br />

thirty-six hours until the army base commander<br />

ordered the air force squadron leader to get his<br />

operators back "on rack." No official judicial<br />

action was known to have been carried out<br />

aga<strong>in</strong>st the air force operators who had struck,<br />

though it is possible that subsequent adm<strong>in</strong>istrative<br />

action aga<strong>in</strong>st the airmen may have<br />

occurred.10<br />

murkier. Accord<strong>in</strong>g.to one source, several airmen<br />

at the site were angry over be<strong>in</strong>g ordered earlier<br />

<strong>in</strong> the year not to report cont<strong>in</strong>ued American<br />

bomb<strong>in</strong>g <strong>in</strong>/the northern regions of North<br />

Vietnam despite the Nixon adm<strong>in</strong>istration's claim<br />

that they/had ceased." When the Christmas<br />

bomb<strong>in</strong>g began, operators simply refused to copy<br />

DRVair defense radio traffic. Most ofthe strik<strong>in</strong>g<br />

operators were pulled from their positions and<br />

put on menial details. Interviewed shortly afterwards,<br />

many of the airmen claimed that there<br />

were secret courts martial <strong>in</strong> Taiwan. 12 Air Force<br />

<strong>in</strong>telligence historians claim that no such <strong>in</strong>cidents<br />

occurred." Most likely, it seems that any<br />

action aga<strong>in</strong>st the airmen was handled at the local<br />

command level and may have never been registered<br />

at the next echelon of command. Still, the<br />

oral testimony concern<strong>in</strong>g the work stoppages<br />

and slowdowns is compell<strong>in</strong>g enough to suggest<br />

that there were discipl<strong>in</strong>ary and morale problems<br />

<strong>in</strong> the AFSS aris<strong>in</strong>g from the Christmas bomb<strong>in</strong>gs.<br />

(TS//SI) On the even<strong>in</strong>g of 26 December,<br />

Hanoi signalled that it was ready to resume talks<br />

<strong>in</strong> early January, The bomb<strong>in</strong>g ended on 30<br />

December, and talks started back up on 3 January<br />

1973. Relatively early <strong>in</strong> the negotiations, perhaps<br />

by 9 January, Kiss<strong>in</strong>ger and Le Due Tho had<br />

reached a new agreement. Contrary to claims by<br />

Nixon, Kiss<strong>in</strong>ger, the United States Air Force, and<br />

friendly press and historians that the Christmas<br />

bomb<strong>in</strong>g had forced Hanoi to sign the agreement,<br />

<strong>in</strong> fact very little had changed from what hadbeen<br />

negotiated back <strong>in</strong> October. Although the South<br />

Vietnamese had still held out for withdrawal of<br />

North Vietnamese troops from their country, this<br />

objection was not addressed. Instead, Kiss<strong>in</strong>ger<br />

and Tho discussed only the protocols for sign<strong>in</strong>g<br />

the agreement and some m<strong>in</strong>or modifications to<br />

the word<strong>in</strong>g concern<strong>in</strong>g the status of the DMZ. In<br />

this latter case, a phrase for mutual respect for<br />

the status of the DMZ and movements across it<br />

were discussed. Tho agreed that there would be<br />

no movement of troops through the DMZ<br />
