schemes have sought to support walking, cycling,<br />

and public-transit use by designing compact communities<br />

composed of a mix of residential, retail,<br />

office, and recreational facilities. In the downtown<br />

of many <strong>cities</strong> in Europe, cars have been removed<br />

from busy shopping streets, creating pedestrian<br />

boulevards.<br />

Overall, considerable barriers exist to the<br />

widespread implementation and success of public<br />

policies that support sustainable transportation.<br />

These include challenges to do with coordination<br />

between different levels of government, the social<br />

acceptability of plans that require significant<br />

changes in individual travel behavior, lobbying<br />

from ingrained interest groups to maintain the<br />

status quo emphasis on motor vehicle travel, and<br />

the potential for adverse impacts that sustainable<br />

transportation policies can have on a wide range<br />

of constituencies, including motorists, people<br />

with low incomes, the goods movement industry<br />

and emergency vehicles. Despite the challenges,<br />

achieving more sustainable urban transportation<br />

systems remains a key goal of transportation<br />

planning and public policy.<br />
