may not be able to serve the purpose of quick disposal of the cases
relating to theft/misuse of electricity;
• Human resource cells in the DISCOMs need to be strengthened by
inducting qualified personnel from outside until the companies develop
their own cadre of adequate skills and experience;
• The mindset and the style of functioning of the officers and staff have not
changed much even after they have come under the control of corporate
bodies. Special training courses need to be conducted to bring in result-
oriented corporate work culture;
• There is need to improve the image of the staff at the consumer contact
levels and bring in better consumer relations and improve consumer
services; and
• Continued efforts by the DISCOMs are essential to ensure improvements
in the technical as well as the financial performance in a sustainable
manner;
4.4 Electricity Regulatory Commission
In Andhra Pradesh, the SERC came into existence in April 1999. The
Commission was constituted under the provisions of Andhra Pradesh
Electricity Reform Act, 1998. The Commission initially started functioning
with some officers deputed from APTRANSCO. ‘Technical Assistance’
services at various points of time were provided by reputed consultants. Some
of the major achievements of the Commission are:
• Organisational set-up and recruitments;
• Framing of ‘conduct of business’ regulations;
• Issue of licenses for transmission and bulk supply and distribution and retail
supply to APTRANSCO;
• Issue of distribution and retail supply licenses to the rural electric cooperative
societies;
• Issue of power procurement guidelines;
• Consumers’ right to information regulations; and
• Standards of performance regulations;
