Vi har gjennom bokens første del fått et overblikk over dagens
narkotikapolitiske tilstandsbilde: Vi har fått en grei oversikt over utviklingen de
siste 50 år, og vi har sett litt på forskningsbildet som forbudstilhengerne bygger
sine antagelser på. Det er innen nå åpenbart at narkotikalovgivningen er
resultatet av en omtåket politisk prosess som må gås nærmere etter i
sømmene. Og det er mye som tyder på at de illegale stoffene utgjør en langt
mindre fare for samfunnet, enn hva våre politikere har gitt uttrykk for.
Dommer James Gray sier mer om det:
”The real problem in this area actually is not the drugs themselves. The real problem is
that our citizens and our leaders simply will not look at the evidence, even though it is
all around us. Our present policies are exacerbating the problems and will not stand up
to scrutiny. What we really need to do is to open the subject to rigorous public debate.
This is our best and perhaps our only hope for moving forward to a better strategy,
and to adopting programs that will actually work. The advocates of the status quo
stand firmly against any full or open discussion of federal drug policy, but what we
really need to do is explore our options realistically, and tell eachother the truth.” 166
