For Noriegas del ble det dommer William H. Hoeveler: Han nektet Noriega å føre de
bevisene Noriega så som relevante i saken, og dømte han på grunnlag av vitnemålet til til
flere av hans gamle bekjente. Dette var i hovedsak narkotikasmuglere som allerede satt i
fengsel på lange dommer, som ble belønnet med amnesti for opplysningene de kom med,
redusert straff, og gode penger for sine vitnemål. Floyd Carlton, en av hans tidligere flyvere,
vitnet mot han på disse betingelsene; Ricardo Bilonick, som ellers hadde sett frem til 50 år i
fengsel, gjorde det samme (han fikk også 1.2 millioner dollar for vitnemålet sitt av Calikartellet);
og det samme gjorde den colombianske piloten Roberto Striedinger, og ti andre
kjente narkosmuglere.
Under rettsaken kom det frem at Noriega har vært på amerikanske
etterretningstjenesters lønningslister siden 1955, da han som 19 åring ble medlem av
Sosialist partiet i Panama og begynte å rapportere videre om hva de foretok seg der. Peter

Israel har vært svært aktive i Latin Amerika, både i forhold til våpensalg og narkotikasalg.
Mossad agenten Mike Harari var en viktig brikke her, og det var også Ariel Sharon, en venn
av Mike Harari. De var begge en del av et større nettverk av israelske krigsprofitører som
solgte våpen til land som Guatemala, Panama, El Salvador, Costa Rica, og Mexico. Mossad
agenten Ari Ben Menashe forteller:
“*B+etween 1975 and 1977, Sharon was a private citizen who was trying to build a fortune
dealing arms in Central America. He had a network of people working with him there, one
being the disgraced Mossad agent Mike Harari, who had just left Israel because of his failure
in the “Moroccan Waiter Affair,” where the wrong man was shot dead in Lillehammer,
Norway. (…) Sharons network had been able to provide military equipment from Israel to
various Central American countries, including, El Salvador, Guatemala, Panama, Costa Rica,
and even Mexico. This was never official Israeli government policy, and it was frowned upon
by the cabinet itself, but Sharon was too wild a goose for anybody to handle. (…) Gates had
developed a professional interest in the arms network that Sharon and his former
intelligence cowboys were operating in Central America. By 1981, Sharon and Harari were
running what Harari described as more of a CIA network than an Israeli operation – and were
filling their private bank accounts at the same time. It was in 1981 that they started
supplying a secret army in Central America, the contras, who were trying to destabilize and
eventually bring about the downfall of the Sandinista government of Nicaragua, which had
come to power in 1979.(…) Sharon, with all his power, could not force the prime minister or
the leaders of the Israeli intelligence community to pay for weapons from the slush fund that
