162 Kriminaliseringen av kokaplanten<br />

I 1950 ble the Report of the Commission of Enquiry on the Coca Leaf publisert. Denne<br />

kommisjonens oppgave var å se nærmere på kokaplantens kvaliteter og egenskaper, samt<br />

mulighetene for å forby eller begrense produksjon og distribusjon av den. Det var denne<br />

rapporten som ble brukt til å rettferdiggjøre kriminaliseringen av planten under<br />

Singlekonvensjonen i 1961, og arbeidet med den ble ledet av Howard B. Fonda. Han var en<br />

mann med knapp forståelse av kokaplantens egenskaper og viktige kulturelle posisjon i<br />

regionen, men med gode kontakter i legemiddelindustrien. Han var tilknyttet både American<br />

Pharmaceutical Manufacturers Association og Burroughs Wellcome pharmaceutical<br />

company. Og at han hadde et forutinntatt syn på saken, kan vi se fra et intervju han gav til<br />

avisen El Comercio i september 1949, rett etter at han ankom Lima og før han begynte<br />

arbeidet sitt: ”We believe that the daily, inveterate use of coca leaves by chewing (…) not<br />

only is thoroughly noxious and therefore detrimental, but also is the cause of racial<br />

degeneration in many centers of population, and of the decadence that visibly shows in<br />

numerous Indians — and even in some mestizos — in certain zones of Peru and Bolivia. Our<br />

studies will confirm the certainty of our assertions and we hope we can present a rational<br />

plan of action (…) to attain the absolute and sure abolition of this pernicious habit.”(Denne<br />
