Politisjefen Richard Brunstrom: “In 1999 the independent Police Foundation published the<br />

results of a major inquiry. Their main conclusion was that ‘In the course of our Inquiry it has<br />

become inescapably clear to us that the eradication of drug use is not achievable and is not<br />

therefore either a realistic or a sensible goal of public policy.’ Their view has been endorsed<br />

Rapporter som viser at den strafferettslige linjen ikke virker etter hensikten<br />

Beckley Foundations Global Cannabis Commission Report fra oktober 2008 konkluderte med<br />

at brukerhyppigheten rundt cannabis som rusmiddel er relativt uanfektet av om staten har<br />

en repressiv eller en liberal narkotikapolitikk: ”There are variations over time in rates of<br />

cannabis use within and between countries, but these variations do not seem to be affected<br />

much by the probability of arrest or penalties for use or sale, however draconian.<br />

The rationale for severe penalties for possession offenses is weak on both normative<br />

and practical grounds. In many developed countries a majority of adults born in the past<br />

half-century have used cannabis. Control regimes that criminalize users are intrusive on<br />

privacy, socially divisive and expensive. Thus it is worth considering alternatives.”<br />

Denne rapporten konkluderte også med at narkotikalovgivningen rammet<br />

minoritetsgrupperinger uforholdsmessig hardt (”In countries where data are available, arrest<br />

rates are sharply higher for many minority and socially disadvantaged groups”).<br />

I tillegg til det har vi Runciman Rapporten fra 2000, som ser på utgangspunktet for<br />

Storbritannias narkotikalovgivning (the Misuse of Drugs Act fra 1971), og hvordan<br />

lovgivningen har preget samfunnet frem til i dag. Den konkluderer med følgende: “It is not<br />

surprising that the prevalence of use is mirrored in the statistics on drug seizures and<br />

offending against the MDA. Since the first full year of operation of the Misuse of Drugs Act<br />

1971 in 1974 the number of offenders against the MDA and related legislation has risen<br />

steadily, more than a nine-fold increase. The number of seizures by enforcement agencies<br />

and the amounts seized of heroin, cocaine, amphetamines, cannabis and ecstasy have<br />

significantly, indeed in some cases dramatically, increased since 1990. Nonetheless the scale<br />

of availability as implied by the prevalence of use, especially when set against the reported<br />

stability in prices on the street, makes it difficult to avoid the conclusion that efforts to choke<br />
