had between 5,000 and 7,000 addicts, which yields a rate of between 714 and 1,000 hardcore<br />

drug users per 100,000 population. Baltimore, with approximately the same population<br />

at 737,000, had at least 45,000 addicts, or 6,105 addicts per 100,000 population. In 1991,<br />

Amsterdam reported 20 residents dead from causes related to drug use, as compared to 269<br />

reported in Baltimore.”<br />

De oppsiktsvekkende forskjellene er en naturlig konsekvens av skadereduksjonstilnærmelsen<br />

som Nederland fører og nulltoleranse-politikken i USA. Og som vi ser kan man<br />

bare tape krigen mot narkotika jo hardere man kjemper den. Dette tydeliggjøres nok en<br />

gang av fengselsstatistikkene. For mens politiet i Amsterdam går forsiktig frem overfor<br />

brukerne, er de fritt vilt i Baltimore: I 2003 ble hver 6 borger i byen arrestert for<br />

narkotikaforbrytelser (Peter Moskos, Take the Violence out of the Drug Trade, Baltimore Sun<br />

3. august, 2004) og byen fengsler også en uforholdsmessig høy andel av den sorte<br />

befolkningen sin. Av de 13 000 som ble fengslet i Baltimore for narkotikaforbrytelser i 1991,<br />

var hele 11 000 sorte. Og i følge The Baltimore Evening Sun var 56 prosent av Baltimores<br />

sorte menn mellom 18 og 35, på en hvilken som helst dag underlagt strafferettssystemet i<br />

Dette er som vi ser gamle tall, men de har fortsatt å øke i omfang frem til i dag. — Og<br />

som vi ser er det en dårlig skjult hemmelighet hvilken tilnærmelse til problemstillingen som<br />
