150 ONDCPs misvisende statistikker og konklusjoner<br />

Det presenteres årlig en rekke rapporter som foregir å vise at narkotikapolitikken er både<br />

vellykket og nødvendig, men slike rapporter er enten overlagt misvisende, eller de baserer<br />

seg på konklusjoner som er et resultat av et underordnet perspektiv. Dette er alltid tilfellet<br />

når forbudstilhengerne presenterer sine statistikker og konklusjoner. ONDCPs John Walters,<br />

forsvarte for eksempel narkotikapolitikken slik, i en artikkel i Wall Street Journal den 5.<br />

desember 2008: “Whatever challenges await him, President-elect Barack Obama will not<br />

have to reinvent the wheel when it comes to keeping a lid on the use of illegal drugs. Our<br />

policy has been a success — although that success is one of Washington’s best kept secrets.<br />

Reported drug use among eighth, 10th and 12th graders has declined for six straight years.<br />

Teen use of cocaine, marijuana and inhalants is down significantly, while consumption of<br />

methamphetamine and hallucinogens like LSD and Ecstasy has all but collapsed.<br />

The number of workplace tests that are positive for cocaine is down sharply, to the<br />

lowest levels on record. Even the sudden spike of meth use — remember the headlines from<br />

just a few years ago? — has yielded to a combination of state and federal regulations<br />

controlling meth ingredients. And abroad, crackdowns in Colombia and Mexico have caused<br />

Dette er hvordan forbudstilhengerne i årevis har presentert forbudspolitikken. Men bøker<br />

som Lies, Damn Lies, And Drug War Statistics, viser hvordan Walters og ONDCP misbruker<br />

tall og statistikker til inntekt for sin sak. I denne boken ser forfatterne nærmere på krigen<br />

mot narkotika, og på ONCDPs rolle i den siden instansens opprettelse i 1988. Som<br />

forfatterne sier: “We provide an empirical assessment of the nation’s drug war during a tenyear<br />

period. This represents the first time that ONDCP goals have been systematically<br />

evaluated over any period. We find that statistics readily available to ONCDP suggest that<br />

illicit drug use was not down during this period, that the need for drug treatment was up,<br />

that deaths attributable to illicit drugs and emergency room mentions of illicit drugs were<br />
