”The contras’ brutality earned them a wide notoriety. They regularly destroyed health
centers, schools, agricultural cooperatives, and community centers — symbols of the
Sandinistas’ social programs in rural areas. People caught in these assaults were often
tortured and killed in the most gruesome ways. One example, reported by The
Guardian of London, suffices. In the words of a survivor of a raid in Jinotega province,
which borders on Honduras: ‘Rosa had her breasts cut off. Then they cut into her chest
and took out her heart. The men had their arms broken, their testicles cut off, and
their eyes poked out. They were killed by slitting their throats and pulling their tongue
out through the slit.’” 392
Slike tilfeller var det mange av i Nicaragua på denne tiden, og
menneskerettsorganisasjonen Americas Watch konkluderte i en rapport med
at: ”the contras systematically engage in violent abuses (…) so prevalent that
these may be said to be their principal means of waging war.” 393
Contra-soldatene raidet altså sivilbefolkningen nådeløst, og
amerikanerne bidro med sitt. De minela blant annet Nicaraguas havner i 1984,
en aksjon som verdensretten i Haag mente kvalifiserte som statlige
terrorhandlinger i 1986. Som følge av alt dette måtte sandinistaene bruke
penger som landet sårt trengte til helse og utdanningsreformer til våpen og
krigføring i stedet Ⅹ . Det er imidlertid ingen tvil om hvem som var
provokatørene oppi dette, og at selv om sandinistaene helt sikkert selv har sitt
å svare for, så var det motivert ut fra hensynet til folkets beste. Som lederen
deres, Daniel Ortega, sa i 1985:
”We’re willing to send home the Cubans, the Russians, the rest of the advisors. We’re
willing to stop the movement of military aid, or any other kind of aid, through
Nicaragua to El Salvador, and we’re willing to accept international verification. In
return, we’re asking for only one thing: that they don’t attack us, that the United
States stop arming and financing the gangs that kill our people, burn our crops and
force us to divert enormous human and economic resources into war when we
desperately need them for development.” 394
Ⅹ I 1980 brukte Nicaragua halvparten av statsbudsjettet på helse og utdanning, mens
militære utgifter tok 18 prosent av budsjettet. Innen 1987 var situasjonen, takket være
amerikanernes militære press, snudd; halvparten av statsbudsjettet gikk da til miliæret,
mens under 20 prosent gikk til helse og utdanning.
